SUBJECT:

Agreement with LaFrance Associates for federally funded Adolescent Family Life Project (AFLP) Evaluation

 

RECOMMENDATION:

Adopt a resolution authorizing execution of an agreement with LaFrance Associates to provide evaluation services for the federally funded AFLP for the term of February 1, 2006 through December 31, 2010, in the amount of $165,000

This agreement contributes to these goals by evaluating progress towards reducing repeat teen pregnancies among teen parents, and facilitating program modifications if health outcomes are not being met.

BACKGROUND:

San Mateo County has been one of only a handful of successful federally funded AFLP grantees across the nation. Since 1995 program staff has been delivering successful case management services to high risk adolescent parents and their siblings. With the recent additions of a “Young Dads” program and mental health counseling, the project was able to secure a third five year grant in September 2005. This funding will enable AFLP to continue its successful programs for teen parents and their children.

 

As a stipulation of the grant, the federal Office of Adolescent Pregnancy Programs requires a contract with an independent, university-affiliated evaluator/evaluation team to provide a rigorous five-year evaluation of the project.

 

DISCUSSION:

This required program evaluation will focus on key interventions including case management for teen mothers and fathers, mental health counseling for individuals and couples, play groups for infants and toddlers, support groups, and social events. Program evaluation will provide feedback on quality assurance, program planning, development and implementation, and sustainability. This evaluation contract with LaFrance and Associates will meet the grant requirements for an independent evaluation.

 

The agreement has been reviewed by County Counsel and includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. The term of the agreement is February 1, 2006 through December 31, 2010, and a waiver to allow an agreement beyond three years has been approved by the County Manager.

 

FISCAL IMPACT:

Annual cost of evaluation is $33,000 for a total of $165,000 throughout the entire grant period. Program evaluation is 100% funded by grant funds received from the federal Office of Adolescent Pregnancy Programs. The expense associated with this agreement is included in the current year adopted budget and the FY 2006-07 recommended budget. There is no Net County Cost.
