Authorizing the Purchasing Agent to Amend the Vendor Agreement #B606025 dated January 3, 2006 with Roche Diagnostics; and

Authorizing the Purchasing Agent to issue a Purchase Order for laboratory equipment with Roche Diagnostic Corporation.

Extension of this vendor agreement contributes to the goals by allowing for the purchase of a lightcycler and supplies that will provide rapid and accurate results for a variety of communicable diseases. The rapid identification of these diseases is a critical component in minimizing their impact on the safety of the public.

BACKGROUND:
|
On March 29, 2005, your Board approved a vendor agreement with Roche Diagnostic Corporation which allowed the purchase of a LightCycler Nucleic Acid Purification and Sequence Analysis System (LCS) and supplies. This equipment allows for HIV viral load, Hepatitis C and Tuberculosis testing; provides for a faster testing process than traditional culture methods; and allows “same-day” results for many pathogens, such as multi-drug resistant Tuberculosis.

DISCUSSION:
|
A second LCS system is now needed to handle surge capacity and to allow for additional tests that are now available for use with this equipment. Examples of the expanded tests are: Avian Influenza, Herpes Virus, Norovirus (common food poisoning) and Bordetella pertussis (whooping cough). Additional tests will be added as they become available. This second piece of equipment will also serve as a back-up to the primary LCS unit, which has become a vital part of the Public Health laboratory.

The sole source justification used for the first purchase of this equipment remains. This equipment is the same equipment that is used by the California Department of Health’s Virus and Rickettsial Disease Laboratory (VRDL) to develop reagents for new and emerging pathogens such as SARS, Avian Influenza, and West Nile Virus. Protocols developed by the State can be used by other labs if they use the same technology and procedures, which is advantageous because many of these pathogens are newly emerging and there is no readily available commercial testing. The risk of unknown pathogens entering San Mateo County is even greater due to the high number of people passing through San Francisco International Airport. The ability for rapid detection is critical. No other system has these advantages, and a request is made to waive the invitation for bid process on this second purchase.

FISCAL IMPACT:
|
The current vendor agreement with Roche Diagnostics has a term of July 1, 2005 through June 30, 2006 and totals $234,823. This amendment will extend the term 18 months to December 31, 2007, and increase the costs by $109,650. This increase will bring the total of the vendor agreement to $344,473. State and federal revenues reimburse the cost of these supplies. The expenses have been included in the FY 2005-06 adopted budget and the FY 2006-07 recommended budget. There will be no additional Net County Cost as a result of this action.
