Recommendation
|
Adopt a resolution adopting plans and specifications dated April 14, 2006, determining prevailing wage scales, determining the low bidder and authorizing execution of a contract for the above-referenced project.

Previous Board Action
|
Adopted Resolution No. 067454 on July 12, 2005, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

History
|
The resurfacing of a portion of Tenth Street and Wienke Way was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.
|
|
The project, totaling approximately 0.27 mile in length, consists of installing new sidewalk access ramps, repairing failed pavement areas and resurfacing of Tenth Street between Farallone Avenue and Main Street, and Wienke Way between Highway 1 and Juliana Avenue.
|

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines. The Planning Division of the Environmental Services Agency has determined that the project is also exempt from the requirement for a Coastal Development Permit and a Certificate of Exemption has been filed with the Planning Division.

On May 9, 2006, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

We have reviewed the Contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by G. Bortolotto & Co., Inc. is in accordance with current Equal Employment Guidelines. We have also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

A resolution has been approved as to form by County Counsel.
|

Fiscal Impact
|
The total estimated cost of this project is $106,500, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of pavement placed.

Sufficient Road Funds have been budgeted to finance the project.

There is no impact to the General Fund.
