SUBJECT:

Memorandum of Understanding with CNA

 

RECOMMENDATION:

Adopt a resolution adopting a Memorandum of Understanding with the California Nurses Association (CNA).

DISCUSSION:

The County concluded negotiations with CNA on May 17, 2006 and the CNA membership has ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding which covers a thirty-four month period of March 26, 2006 through January 25, 2009:

    General Salary Increases
    Salaries will be increased by 4% effective May 21, 2006, by 4% effective January 28, 2007 and by 4% effective January 27, 2008.

    Equity Increases (Retention Differential)
    Staff Nurses, Charge Nurses, and Clinical Nurses will receive a 4.1% increase effective May 21, 2006 and a 4.1% increase effective January 28, 2007.

    Nurse Practitioners will receive a 1.1% increase effective May 21, 2006 and a 1.1% increase effective January 28, 2007.

    Experience Pay
    Effective May 21, 2006, an additional 2% of experience pay will be added at 20 years of full-time service.

    Shift Differentials
    Effective May 21, 2006, the evening shift differential will be increased from $2.30 per hour to 10% of base pay, the night shift differential will be increased from $4.00 per hour to 15% of base pay, and the weekend shift differential will be increased from $1.75 per hour to 6% of base pay.

    Acting Charge Nurse Pay
    Effective May 21, 2006, the daily payment for acting in the absence of a Charge Nurse will be increased from $15.41 to $20.00.

    Overtime
    Effective May 21, 2006, sick leave will no longer count as time worked for overtime purposes.

    Effective May 21, 2006, Public Health Nurses and Senior Public Health Nurses who work overtime will have the option of either receiving overtime pay or compensatory time.

    Preceptor Program
    A preceptor program will be developed to attract more new nurses in the San Mateo Medical Center; preceptors will receive $2.00 per hour while performing such duties.

    Retiree Medical Coverage
    Effective May 21, 2006, the number of months nurses are eligible to convert their sick leave into retiree health coverage upon retirement will increase from 180 months to 240 months.

    Effective May 21, 2006, the value of cashing out 8 hours of sick leave in lieu of retiree health coverage upon retirement will be increased from $100.00 to $150.00.

FISCAL IMPACT:

The total cost of the changes is approximately $22,000,000 over the thirty-four month term of the contract.
