SUBJECT:

Agreement No. AP-0607-08 with the California Department of Aging for Fiscal Year 2006-07

 

RECOMMENDATION:

Adopt a resolution authorizing:

1.

The execution of Agreement No. AP-0607-08 for Title III/VII of the Older Americans Act (OAA) and for the Community-Based Services Program (CBSP) of the Older Californians Act (OCA) with the California Department of Aging (CDA) for Fiscal Year 2006-07 in the amount of $3,058,305; and

2.

The Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000.

AAS strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this targeted population is a division-wide performance measure. With the assistance of the services provided through Title III/VII and CBSP funding, we have met this measure as a division.

BACKGROUND:

Every four years Aging and Adult Services (AAS) as the Area Agency on Aging (AAA) of San Mateo County is required to submit an Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA and CBSP funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo’s OAA allocation.

 

On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills CDA’s requirements and generates a contract from CDA for funding.

 

DISCUSSION:

Title III/VII and CBSP funding supports a variety of programs including Adult Day Care, Alzheimer’s Program, Brown Bag, Case Management, Congregate Nutrition, Disease Prevention/Health Promotion, Family Caregiver Support, Home-Delivered Meals, Legal Assistance, Ombudsman Program, Transportation, and Unsubsidized Senior Employment services. These nutrition, supportive, and employment services, which serve approximately 10,700 seniors annually, are designed to carry out many of the goals and objectives identified in the Strategic Plan and help at-risk individuals remain in the most independent setting possible.

 

County Counsel has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2006 through June 30, 2007. Execution of this agreement with CDA allows the County to claim its allocation of OAA and OCA funding for Title III/VII and CBSP for FY 2006-07. The total grant amount of $3,058,305 consists of $2,284,343 in Federal funds and $773,962 in State funds. In addition, the service providers participating in this program provide funds, thereby expanding the funding for nutrition, supportive and employment services available in San Mateo County. Revenues and expenses related to this agreement are included in Aging and Adult Services’ recommended budget for FY 2006-07. There is no impact on the County General Fund as a result of this action.
