Approve an Agreement with CORA for Rehabilitation to their Domestic Violence Shelter

 

Recommendation

Adopt a Resolution:

 

1.

Authorizing execution of an Agreement with CORA in the amount of $200,000 for Rehabilitation of their Domestic Violence Shelter for the term of June 1, 2006 through June 30, 2007; and

 

2.

Authorizing the Director of the Department of Housing to execute subsequent amendments to the Agreement, and to make minor modifications in the types of services and activities provided under the Agreement, the cumulative cost of which amendments and modifications is not to exceed $25,000.

The action contributes to these commitments and goals by providing facility improvements and addressing health and safety hazards with ADA compliance work to three-story emergency shelter and a three bedroom transitional home, which serves victims of domestic violence and their children throughout San Mateo County.

Background

This Agreement provides funding to rehabilitate the Domestic Violence Shelter which is operated by Community Overcoming Relationship Abuse (CORA), a nonprofit, community-based organization that provides services to victims of domestic violence and their children throughout the County.

CORA’s emergency shelter is a three-story apartment building which was constructed in 1952. The adjacent three-bedroom unit, known as Lisa’s House, was built in 1934. Both buildings, located in a confidential location, were purchased in 1980 by CORA (then known as the Center for Domestic Violence Prevention). Currently, neither facility can adequately accommodate clients with physical disabilities, and the planned rehabilitation is intended to provide those accommodations in accordance with federal guidelines.

On May 2, 2006, the Board of Supervisors approved the rehabilitation of the Domestic Violence Shelter, including ADA compliance work, to the three-story emergency shelter and the three bedroom transitional home for inclusion in the CDBG Action Plan for Fiscal Year 2006-07.

 

Discussion

Rehabilitation will include, but not be limited to, the following scope of work:

Emergency Shelter: Upgrade ramp and walkway for ADA compliance; upgrade existing exterior stairs and railings per code; replace doors and hardware; new ADA compliant kitchen; new storage cabinets; reconstruct walls to accommodate new bathroom; relocate power and electrical switches per ADA compliance; paint exterior and all three apartment interiors; replace roof; and new flooring in all three apartments.

Lisa’s House: New exterior gate, low wall and new exterior stairs; remove chimney and install new french doors for ADA access; install new wheelchair lift; painting; remodel existing bathrooms; and installation of a new play yard and play equipment.

In the event the funds provided under this Agreement are insufficient to perform all of the work specifically set forth in the above scope of work, Community Overcoming Relationship Abuse (CORA) shall be responsible for obtaining funds and/or materials necessary to complete the work.

The agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor.

 

Fiscal Impact

This program is included in the Department of Housing Budget for FY 2006-07. The County’s total obligation under this Agreement is $200,000, from CDBG funds. There is no Net County Cost.
