Third Amendment to the Cooperative Agreement with the Department of Rehabilitation

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a Third Amendment to the revenue Agreement with the Department of Rehabilitation increasing the amount to be paid by the Department of Rehabilitation by $848,500 changing the Department of Rehabilitation’s total Agreement obligation from $1,615,690 to $2,464,190 to provide job development and training services for Mental Health consumers. The term of the Agreement remains July 1, 2004 through June 30, 2007.

The performance measures are set by the State Department of Rehabilitation. The County meets or exceeds the requirements.

 

BACKGROUND:

Since 2002 the County of San Mateo and the Department of Rehabilitation have worked together to provide situational assessment, work adjustment, employment preparation, job development and placement services for County Mental Health consumers.

 

On December 7, 2004, the Board of Supervisors adopted Resolution Number 067074, authorizing the execution of the original Agreement with the Department of Rehabilitation, in which the County is the contractor. A First Amendment authorized by Resolution Number 067466 appropriated funds to HSA for services in FY 2005-06 and a Second Amendment by Resolution 06779 increased funding for FY 2005-06 to cover the rising cost of services.

 

DISCUSSION:

This Third Amendment to the Agreement appropriates funds to the County for services in FY 2006-07. This funding is for the third year of the three year Agreement. HSA plans to apply for additional funding to continue services past FY 2006-07 after it receives accreditation for employment, training and rehabilitation services in November 2006.

 

FISCAL IMPACT:

The amount of the revenue Agreement is increased by $848,500 through this Third Amendment, which is funded by the State of California, Department of Rehabilitation changing the total obligation of the State pursuant to the Agreement from $1,615,690 to $2,464,190. The term remains July 1, 2004 through June 30, 2007. Funding will be included in the FY 2006-07 Recommended Level Budget. There is no Net County Cost.
