Amendments to the Agreements with the City of Daly City and the City of Redwood City as fiscal agent for Redwood City 2020

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of these Amendments to the Agreements with the City of Daly City and the City of Redwood City as fiscal agent for Redwood City 2020 for additional funds in the amount of $80,000 for a total obligation of $1,075,210 with the City of Daly City and $100,000 for a total obligation of $1,007,537 with the City of Redwood City as fiscal agent for Redwood City 2020 for Differential Response. The term of the Agreements is January 1, 2006 through June 30, 2008, which remains the same.

These Amendments to the Agreements contribute to this commitment and goals to support community-based services and resources to protect children 0-5 from child abuse and neglect in Daly City and Redwood City by providing enhanced prevention and early intervention services.

BACKGROUND:

On February 7, 2006, the Board of Supervisors approved Agreements with the City of Daly City and the City of Redwood City as fiscal agent for Redwood City 2020 for the provision of Differential Response services to families in Daly City and Redwood City. These Contractors will provide families with a wide array of support services to prevent any future involvement with the Child Welfare System and promote family stability by reducing the number of multiple referrals.

On February 28, 2006, the Board of Supervisors accepted a grant from Lucile Packard Foundation for Children’s Health in the amount of $80,000 to the Human Services Agency. This funding will provide enhanced prevention and early intervention services for Differential Response families with children, ages 0-5 in Daly City and Redwood City.

 

DISCUSSION:

With the acceptance of the grant from Lucile Packard Foundation, these Amendments to the Agreements provide additional funds to the Contractors to hire two Mental Health Clinicians; one for Daly City and one for Redwood City. The two Mental Health Clinicians will provide clinical expertise in the development of service plans and provide Differential Response families with mental health services. The additional resources included in this Amendment will increase available support services to families in achieving their service plan goals, improving family functioning and enhance the providers’ ability to fully implement Differential Response.

These Amendments include all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The term of the Agreements will remain January 1, 2006 through June 30, 2008. The additional obligation for the Daly City agreement is $80,000 and for Redwood City is $100,000. The amended amounts are fully funded with state, federal and foundation grant funds.

 

While this was not included in the Adopted Budget for FY 2005-06, there is sufficient appropriation due to savings in other programs to cover the current year's unanticipated expenses.  Appropriation and revenue from state, federal and grant revenue for the next two years will be included in the Recommended Budget for FY 2006-08.  There is no Net County Cost for the full term of the Agreements.
