Resurfacing and Construction of Valley Gutters on a Portion of Fair Oaks Avenue and Reconstruction of 12th Avenue in North Fair Oaks - Redwood City Area (Projects No. RC900, F-149 [4D] and RC400, F-36 [261B])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the above described work.

This proposed project will improve the condition of the roads for the benefit of the public.

 

Background

 

Previous Board Action

1.

Adopted Resolution No. 067938 on April 18, 2006, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

   

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $50,000 proposed to be done in conjunction with road projects.

 

History

On Tuesday, May 16, 2006, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid of:

 

Half Moon Bay Grading & Paving, Inc.

1780 Higgins Canyon Road

Half Moon Bay, CA 94019

 

at $351,690.75 was the lowest bid received.

 

The Engineer’s estimate was $315,000. A summary of the bids received is as follows:

The low bid is approximately 10% above the Engineer’s estimate. However, we have reviewed the individual bid prices and believe they are reflective of the current bidding market. Therefore, we recommend that your Board award the contract to Half Moon Bay Grading & Paving, Inc. (Contractor).

 

We have reviewed the contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by the Contractor is in accordance with the current Equal Employment Guidelines. We have also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost for construction is $386,860, which includes a ten percent (10%) contingency (approximately $35,169) as the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, cubic yards of concrete installed). The contingency is used to pay the Contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project.

Funds have been appropriated in both the Road Fund and the Roadway Improvement Fund to finance the work.

 

Reimbursement for the cost of doing work for the Fair Oaks Sewer Maintenance District will be covered by agreement executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.
