SUBJECT:

Resurfacing of the Runway and Taxiways, Installation of Stopways and Various Other Improvements at the San Carlos Airport - (AIP Projects No. 3-06-0210-08 and No. 3-06-0210-09).

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for resurfacing of the runway and taxiways, the construction of stopways, the installation of automated weather reporting equipment and various other improvements at the San Carlos Airport (Airport).

The project will improve the condition of the Airport’s runway and taxiway surfaces and provide safety and security enhancements for the benefit of Airport users.

Previous Board Action

1.

Adopted Resolutions No. 66285 and No. 66944 accepting Airport Improvement Grants 3-06-0210-08 and 3-06-0210-09 from the Federal Aviation Administration (FAA) in the amounts of $1,002,000 and $1,857,000 respectively, which includes funding for the construction of runway and taxiway improvements and the installation of safety equipment at the Airport.

Adopted Resolution No. 66945 authorizing the President of the Board to accept matching grant funds from the California Department of Transportation Division of Aeronautics (DOT) equal to five percent (5%) of the aforesaid FAA grants.

Adopted Resolution No. 66855 approving the proposed airport improvements included in this project as part of the Airport Master Plan/Modernization Project; certifying the Final Environmental Impact Report for these improvements and authorizing the Director of Public Works to develop plans for the implementation of the project.

 

History

The existing pavement on the Airport’s runway and parallel taxiways are showing signs of deterioration and the proposed project includes the rehabilitation of these surfaces with a two-inch overlay of asphalt concrete. Paved stopways will also be constructed on both ends of the existing runway which will enhance safety for Airport users by providing an area that can be used during emergency conditions such as an aborted takeoff, brake failure or other difficulties that can result in an aircraft running off the end of the runway. Stopways are not approved for use as a runway and will be marked as required by the FAA to indicate that they are not to be used during normal takeoffs or landings. Several undersized drainage lines in the area that will be resurfaced will also be replaced during construction.

 

The project also includes the installation of a FAA-certified Automated Weather Observation System (AWOS) which will provide 24-hour real-time weather and cloud information via computer-generated voice radio broadcasts and links to phone and computer data systems; and the installation of a new Precision Approach Path Indicator (PAPI) system to provide visual decent guidance to pilots landing at the Airport. The PAPI will replace the Airport’s outdated existing Visual Approach Slope Indicator (VASI) system which is being phased out by the FAA

 

Fencing and gating improvements will also be installed to enhance Airport security.

 

Discussion

The proposed project has been designed in accordance with FAA guidelines and has been reviewed and approved by the FAA.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the project is estimated at $2,295,000 and is proposed to be financed as follows:

The project will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has sufficient funds available to handle the cash flow requirements of this project while monthly grant payments are being requested of the FAA and the State.

 

There is no impact to the General Fund.
