RESOLUTION WAIVING THE COMPETITIVE BID PROCESS AND AUTHORIZING THE PURCHASE OF SIXTEEN “EAGLE MODEL 754 PORTABLE VENTILATORS” FROM IMPACT INSTRUMENTATION, INC.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Sheriff's Area Office of Emergency Services and Homeland Security serves as the fiscal agent for receipt and distribution of State Homeland Security grants received from the U.S. Department of Homeland Security for prevention and mitigation of potential terrorist and other major incidents as well as response to such incidents; and

WHEREAS, the San Mateo County Emergency Medical Services Agency has identified a need for the acquisition of additional portable ventilators; and

WHEREAS, a project has been identified and approved by the Terrorism Grant Approval Authority to acquire specific “Eagle Model 754 Portable Ventilators” for use in the response to terrorism and other major events; and

WHEREAS, in light of the public health and safety benefits of standardized emergency response equipment, this Board of Supervisors finds it is in the County’s best interest to waive the competitive bid process and to authorize the acquisition of the “Eagle Model 754 Portable Ventilators.”

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Competitive Bid Process is waived and Board of Supervisors authorizes the Purchasing Agent to issue a Purchase Order in the amount of $146,121.40 to Impact Instrumentation, Inc. for the purchase of sixteen “Eagle Model 754 Portable Ventilators.”
