Agreement with Managed Health Network for EAP Services

 

RECOMMENDATION:

Approve a resolution waiving the Request for Proposal process and authorizing the President of the Board to sign an agreement with Managed Health Network (MHN) for the provision of Employee Assistance Program services for the period from July 1, 2006 through June 30, 2009.

BACKGROUND:

The County provides Employees Assistance Program (EAP) services that include individual counseling, group counseling, critical incident debriefing, job performance counseling and general program training. Counseling is available to employees and their extended family members. This program has been offered through MHN since they were selected in a competitive RFP process in July, 2000. MHN was re-selected in another RFP process in 2003. Labor-management committees were used in both selection processes.

 

DISCUSSION:

In 2003, MHN was unanimously recommended by a labor-management selection committee to provide EAP services because of the size of its network (2,545 counselors), dedicated substance abuse and job performance referral staff and its responsiveness to County critical incident debriefing and emergency response. In 2004, the County requested its contractors to voluntarily reduce their fees. MHN agreed to reduce their fees by 10%. From these reduced rates, MHN is recommending a 3.7%, 4% and 4% increase during each of the next three years which keeps the overall costs approximately level since 2003.

 

FISCAL IMPACT:

The net County cost is a maximum of $337,120 over the duration of the three-year agreement. The total amount of the Employee Assistance Program is included in the Employee Benefits Trust Fund.
