SUBJECT:

Memorandum of Understanding with AFSCME & SEIU for Extra-Help

 

RECOMMENDATION:

Adopt a resolution adopting a Memorandum of Understanding with the American Federation of State, County and Municipal Employees (AFSCME) and the Service Employees International Union (SEIU) covering extra-help workers.

BACKGROUND:

On May 15, 2006 the County concluded negotiations with AFSCME and SEIU for the first Memorandum of Understanding covering extra-help workers, and the AFSCME and SEIU extra-help membership subsequently ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding that covers the period from June 18, 2006 through 90 days after the to-be-negotiated AFSCME and SEIU Memoranda of Understanding expire for regular employees.

Salary Increases
Salaries for Library Aides will be increased by 2% effective June 18, 2006.

Salaries for Park Aides will be increased by $3.00 effective June 18, 2006.

All extra-help in classifications represented by AFSCME and SEIU will receive the same general salary increases that are negotiated in future contracts covering regular employees.

    Relief Classifications: Effective June 18, 2006, extra-help designated as “relief” will receive a 5% differential in specific classifications that work in around-the-clock operations.

    Shift Differentials
    Effective June 18, 2006, all extra-help will be eligible to receive shift differential pay.

    Holidays
    Effective June 18, 2006, extra-help who work on a holiday will be paid at time-and-a-half for hours worked.

    Effective June 18, 2006, extra-help who do not work on a holiday but work their scheduled day immediately before and after the holiday will receive four hours of holiday pay.

    Medical Coverage
    Effective September 1, 2006, extra-help who meet certain criteria will be eligible to enroll in the HealthWorx medical insurance plan, with premium costs shared equally between the County and the individual.

    Seasonal Right to Return
    Extra-help in the classifications of Park Aide, Pest Detection Specialist, and Election Technician will have the right to return the following season if they meet certain criteria.

    Reconsideration Process
    Extra-help who have worked at least 1,560 hours and are released due to performance and/or conduct concerns may request reconsideration of the decision by their Department Head or designee.

FISCAL IMPACT:

Assuming this contract covers forty-four months, the total cost of the changes is approximately $2,600,000 over the term of the contract.
