Agreement with Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a resolution:

   

A)

Authorizing the President of the Board to execute an Agreement with Mental Health Association of San Mateo County (MHA) in the amount of $712,724 to provide HIV housing services and manage the wrap-around fund for the period of July 1, 2006 to June 30, 2007; and

 

B)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to these commitments and goals by providing housing services to clients of the AIDS Program to improve the quality of life for those living with, or at risk for, HIV/AIDS.

BACKGROUND:

MHA has been providing housing assistance to clients with HIV/AIDS and managing the wrap-around fund since 1994. The wrap-around fund is funded by Ryan White Title I and provides limited emergency assistance for expenses associated with securing and maintaining housing such as assistance with utility payments, minor home repairs and rental assistance. Over the years, MHA has been instrumental in helping numerous clients maintain stable housing, enabling them to keep medical appointments and adhere to increasingly complex medication regimens.

 

A Request for Proposals (RFP) to provide housing assistance services and manage the wrap-around fund for the period of July 1, 2006 to June 30, 2009 was released in April 2006. An independent review panel selected MHA to provide these services.

 

DISCUSSION:

The San Mateo County AIDS Program has been awarded funding from the Ryan White CARE Act Title I to provide health and social services to people with HIV/AIDS and from the Housing Opportunities for Persons with AIDS Act to provide housing assistance services. A specific portion of both grants is intended to help people with HIV/AIDS optimize their health by acquiring and maintaining stable housing.

 

The Agreement with MHA includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the agreement is July 1, 2006 through June 30, 2007. The maximum amount of funding for the agreement is $712,724. These funds are included in the recommended AIDS Program budget for FY 2006-07. While there is no Net County Cost associated with this agreement, the Ryan White CARE Act does require a Maintenance of Effort which has been met in both budget years by the allocated Net County Cost for the AIDS Program.
