Amendment to the Agreement with Children’s Health Council, Inc.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the Agreement with Children’s Health Council, Inc. for the period of June 1, 2006 through June 30, 2006 to increase the Agreement maximum obligation by $45,000 to a new maximum of $504,064.

BACKGROUND:

For over 10 years Children’s Health Council, Inc. (CHC) has provided intensive non- public school-based mental health services for San Mateo County children experiencing complex emotional, behavioral, and developmental problems at their private school site. Children are placed at CHC by local school districts. These youth need mental health services to benefit from their special educational programs, and they cannot be maintained in public school. The Mental Health Services Division is responsible for providing those services under Government Code, Title 1, Division 7, Chapter 26.5.

 

DISCUSSION:

CHC has provided a greater volume of non-public school-based mental health services than anticipated. This agreement is being amended to increase the maximum for school-based services for FY 2005-06.

 

Mental Health is also adding $10,000 to the agreement for the provision of managed care outpatient Mental Health Services authorized through the Mental Health Plan. Services include medication assessment and treatment, classroom interventions, individual therapy, group therapy, case management, crisis intervention, and referrals to community services.

 

The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

The term of the amended agreement remains July 1, 2005 through June 30, 2006. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

The agreement maximum is being increased by $45,000 to a new maximum of $504,064. The $45,000 increase has been included in the FY 2005-06 adopted budget for Mental Health Services. Of that amount, $10,000 is for services authorized by the Mental Health Plan, and $35,000 is additional funding for non-public school-based services. It is expected that state and federal Medi-Cal funds will cover $11,450 of the increase, State allocations for AB3632 services will fund $18,200, Medicare will fund $1,000, and sales tax through realignment will pay $175. The Net County Cost is $14,175, which includes the required match for Early and Periodic Screening, Diagnostic and Treatment Services (EPSDT).
