Amendment to the Agreement with Edgewood Center for Children and Families

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an amendment to the Agreement with Edgewood Center for Children and Families for full service partnership services for children and transition-age youth to extend the term through June 30, 2008, and to increase the Agreement maximum by $4,840,211 to a new maximum of $4,940,211; and

 

2) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:

On November 8, 2005, your Board approved the submission of our County’s Three-Year Plan for Community Services and Supports (CSS) as required by the Mental Health Services Act (MHSA) to the State Department of Mental Health (DMH). That plan was subsequently approved by the DMH in April of this year. A cornerstone of the plan is the implementation of FSP services for children and transition-age youth, and for adults and older adults. FSP programs are defined by DMH to include services to program enrollees and their families, including all needed mental health services and other supports, and 24/7 response capability.

 

In December 2005 Mental Health Services released a Request for Proposals for the provision of FSP services for the highest risk children, youth and transition-age youth. Three proposals were received, and Edgewood Center for Children and Families was selected to provide these services. To enable the rapid implementation of these services in compliance with our Three-Year Plan, the County Manager approved a start-up agreement with Edgewood for these services for the term April 1, 2006 to June 30, 2006.

 

Mental Health Services has a separate agreement with Edgewood for child abuse treatment services, school-based mental health services and mental health services provided through the Mental Health Plan.

 

DISCUSSION:

The Agreement with Edgewood for FSP services is being amended to extend the agreement through June 30, 2008 and to add funding for FSP programs. Edgewood will provide FSP services for up to 80 clients, with two separate FSP programs for children/youth and transition-age youth, each with 40 slots. Services will be provided for clients who are severely emotionally disturbed and who are either returning from out-of-home placements or are at risk for out-of-home placements. These programs will offer comprehensive services for enrollees in order to maintain placements in their respective communities. Services will be open to all at-risk clients; however, they will be specifically targeted to clients among substantially underserved Asian/Pacific Islander, Latino and African American populations. Edgewood will also implement a drop-in center for transition-age youth and will administer non-FSP flexible funds, which are available to meet a variety of client needs.

 

Edgewood will work with County Mental Health Services staff to implement these services in accordance with the requirements of the MHSA. The term of the amended Agreement is April 1, 2006 through June 30, 2008. The amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management.

 

The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The maximum obligation for this Agreement is being increased by $4,840,211 to a new maximum of $4,940,211. The maximum for FY 2005-06 is $560,055, which is included in the approved Mental Health Services FY 2005-06 budget. Of that amount $292,314 will be from MHSA funds; State and Federal Medi-Cal will fund $137,851; SB163 funds provided through HSA will fund $90,844; State General Funds for EPSDT funded services will fund $33,867; $4,781 will be from realignment; and Medicare will fund $398. There is no Net County Cost.

 

For FY 2006-07 the maximum is $2,119,188, which is included in the recommended Mental Health Services FY 2006-07 budget. Of that amount $522,786 will be from MHSA funds; $584,460 will be from State and Federal Medi-Cal; $976,996 will be SB163 funds provided through HSA; $30,000 will be from realignment; and $4,946 will be from Medicare. There is no Net County Cost. Similar arrangements will be made for FY 2007-08.
