Amendment to the Agreement with Telecare Corporation

   

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an amendment to the Agreement with Telecare Corporation for full service partnership mental health service programs for the highest risk adults and older adults to extend the term through June 30, 2008, and to increase the Agreement maximum by $4,138,459 to a new maximum of $4,238,459; and

 

2) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

This amendment contributes to this commitment and goal by providing full service partnership (FSP) mental health services for the highest risk adults and highest risk older adults/medically fragile adults with serious emotional disturbances and/or serious mental illnesses.

BACKGROUND:

On November 8, 2005, your Board approved the submission of our County’s Three-Year Plan for Community Services and Supports (CSS) as required by the Mental Health Services Act (MHSA) to the State Department of Mental Health (DMH). That plan was approved by the DMH in April of this year. A cornerstone of the plan is the implementation of FSP mental health service programs for the highest risk children, youth, adult and older adult clients. FSP programs are defined by DMH to include services to program enrollees and their families, including all needed mental health services and other supports, and 24/7 response capability.

 

In December 2005 Mental Health Services released a Request for Proposals for the provision of FSP services for the highest risk adults and older adults. Two proposals were received, and Telecare Corporation was selected to provide these services. To enable the rapid implementation of these services in compliance with our Three-Year Plan, the County Manager approved a start-up agreement with Telecare for these services for the term April 16, 2006 to June 30, 2006.

 

Mental Health Services has two other agreements with Telecare, one for inpatient and residential psychiatric treatment services at Cordilleras Mental Health Center and one for the AB2034 Transitions program for adults who are homeless or at risk of being homeless.

 

DISCUSSION:

The Agreement with Telecare for FSP services is being amended to extend the term through June 30, 2008 and to add funding for FSP programs. Telecare will provide separate FSP programs for adults and for older adults/medically fragile adults, with 60 slots and 50 slots, respectively, totaling 110 FSP program slots. Services will be provided for clients who are severely mentally ill. The purpose of the programs is to assist each enrollee to achieve independence, stability and wellness within the context of his or her culture and community. The programs will be open to all clients meeting the population criteria specified in the Agreement; however, they will be specifically targeted to clients in substantially under-served Asian/Pacific Islander, Latino and African American populations.

 

Telecare will work with County Mental Health Services staff to implement these services in accordance with the requirements of the MHSA. The term of the amended Agreement is April 16, 2006 through June 30, 2008. The amended Agreement has been reviewed and approved by County Counsel and Risk Management.

 

The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The maximum obligation for this Agreement is being increased by $4,138,459 to a new maximum of $4,238,459. The maximum for FY 2005-06 is $567,852, which is included in the approved Mental Health Services budget for FY 2005-06. Of that amount $511,797 will be from MHSA funds; $46,526 will be from State and Federal Medi-Cal; and $9,529 will be from Medicare. There is no Net County Cost.

 

The maximum for FY 2006-07 is $1,861,457, which is included in the recommended Mental Health Services FY 2006-07 budget. Of that amount MHSA will fund $1,337,801; $435,833 will be from State and Federal Medi-Cal; and $87,823 will be from Medicare. There is no Net County Cost.

 

Similar arrangements shall be made for FY 2007-08.
