SUBJECT:

Approval of the Submission of the 2006-07 Update for the Strategic Plan for Services for Older Adults and Adults with Disabilities

 

RECOMMENDATION:

Adopt a Resolution authorizing:

1.

Submission of the 2006-07 Update of the 2005-09 Strategic Plan for Services for Older Adults and Adults with Disabilities; and

2.

Execution of the transmittal letter as required by the California Department of Aging.

The Strategic Plan contributes to this commitment and goal by providing a countywide blueprint for a coordinated system of care for older adults and adults with disabilities.

 

BACKGROUND:

The New Beginning Coalition’s 2005-09 Strategic Plan for Services for Older Adults and Adults with Disabilities (Strategic Plan) is the long-range plan for the continuum of services intended to meet the needs of San Mateo County’s older adults and adults with disabilities. Adopted by your Board on July 12, 2005, the Strategic Plan serves as the countywide umbrella plan for all other plans regarding older adults and adults with disabilities in San Mateo County, including the Area Agency on Aging (AAA) Area Plan. The AAA Area Plan is required by the California Department of Aging (CDA) to receive funding from the Older Americans Act (OAA), Health Insurance Counseling and Advocacy Program (HICAP), and Other State Funded Grants (OSFG), formerly known as Community-Based Services Program (CBSP).

 

The 2005-09 Strategic Plan is the third strategic plan developed by the New Beginning Coalition in collaboration with the Commission on Aging (CoA), the Commission on Disabilities (CoD), and numerous community providers and consumers. It addresses current issues impacting older adults and adults with disabilities related to health, transportation, affordable/accessible housing, abuse, ADA accessibility, supportive services, food and nutrition, emergency preparedness and the effects of language and culture on accessing information. The workplan section of the Strategic Plan contains activities that will be undertaken by the CoA, the CoD, Aging and Adult Services, and other County and community-based agencies to implement the proposed goals and objectives.

 

DISCUSSION:

Each AAA Planning and Service Area in the State submits an Area Plan every four years, with updates in years two, three, and four as a condition of receiving funding. The New Beginning Coalition’s Strategic Plan is a multipurpose document that fulfills CDA’s requirement of San Mateo County for the submission of an Area Plan.

 

The Strategic Plan Update contains the 2006-07 planned activities of the CoA and CoD and San Mateo County’s network of service providers who provide resources and support for older adults and adults with disabilities. The Strategic Plan Update reflects a comprehensive picture of the services provided, as well as the program development, advocacy, and coordination efforts of San Mateo County’s diverse service community.

 

Highlights of this Strategic Plan Update include objectives from the countywide Fall Prevention Task Force, various activities that focus on fundraising and capacity building for the Meals on Wheels Program, and continued work on improving cultural competence of the providers who work with older adults and adults with disabilities.

 

FISCAL IMPACT:

There is no fiscal impact to the County General Fund associated with the submittal of this Strategic Plan Update for 2006-07.
