Agreement with Youth Leadership Institute

 

RECOMMENDATION:

Adopt a Resolution:

A. Waiving the Request for Proposal (RFP) process;

    B. Authorizing the execution of an Agreement with Youth Leadership Institute (YLI) to provide tobacco prevention services for the term of July 1, 2006 through June 30, 2007, in the amount $145,000; and

    C. Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

This Agreement contributes to the commitment and goal by allowing Youth Leadership Institute to provide San Mateo County youth the opportunity to participate in influencing positive community changes regarding tobacco policy.

BACKGROUND:

In FY 2004-05, the Tobacco Prevention Program (TPP) of Alcohol and Drug Services conducted an RFP process for phase one of its tobacco control services funded by Tobacco Master Settlement Agreement (MSA) and California Proposition 99 funds. The recommendation for the tobacco prevention service provider was YLI. YLI formed a group of young people to do the original research and educated key persons on the issue of Tobacco Retail Licensing (TRL) permits.

This Agreement represents phase two of the process and therefore the TPP is requesting a waiver of the RFP process for this phase. YLI has proved to be an effective partner with TPP in achieving excellent research results and in the education of key persons regarding TRL.

YLI has agreed to partner with TPP and two other youth groups to achieve similar outcomes for phase two. The two partners are Jefferson Union High School District's Tobacco Use Prevention Education (JUHS TUPE) program in Pacifica and Asian American Recovery Services (AARS) Stay Safe Youth Coalition (SSYC) in Daly City.

 

DISCUSSION:

Execution of this contract will allow YLI and TPP to work with partners to create teams of young persons to provide effective youth coalition services in San Mateo County. Through this Agreement YLI, JUHS and SSYC will develop supportive policy advocacy aimed at reducing promotion, availability and use of tobacco products.

The Agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. Funding is provided under the Tobacco Master Settlement funds of $115,000 and Proposition 99 Funds of $30,000 for a total of $145,000 and has been included in the FY 2006-07 proposed Budget. There is no Net County Cost.
