First Amendment to the Agreement with Jefferson Union High School District for “Pathways for Success” Program

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a First Amendment to the Agreement with Jefferson Union High School District (“JUHSD”) increasing the amount by $121,500 changing the total obligation from $212,500 to $334,000. Additionally, this First Amendment extends the term of the Agreement through June 30, 2007 to continue educational and employment services to in-school youth through JUHSD’s “Pathways for Success” program.

BACKGROUND:

In 2004, the County issued a Request for Proposals (RFP) for FY 2004-2007 to solicit providers of employment and training services for youth. The County received three proposals: two from JUHSD and one from Opportunities Industrialization Center-West (OICW). Both JUHSD and OICW were awarded Agreements. The Youth Advisory Committee recommended that the County enter into agreements for both JUHSD’S “Tools for Success” and “Pathways for Success” programs to provide youth services. Due to the complexity of monitoring both of JUHSD’s programs, there is a separate Agreement regarding JUHSD’s “Tools for Success” program. The Board of Supervisors approved the original “Pathways for Success” Agreement on March 7, 2006 through Resolution Number 067845.

 

DISCUSSION:

This First Amendment will provide funding for FY 2006-07 to continue services under the “Pathways for Success” program. Services to in-school youth include but are not limited to: summer jobs program; internship/work experience; unsubsidized employment and creation of a career portfolio. Additionally, this First Amendment adds the Jury Duty Ordinance language.

 

County Counsel has approved this First Amendment as to form and Risk Management has approved the Contractor’s insurance. The Agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

This First Amendment increases the amount of the Agreement by $121,500 changing the total obligation from $212,500 to $334,000. This Amendment additionally extends the term of the Agreement, changing the term from April 1, 2005 through June 30, 2006 to April 1, 2005 through June 30, 2007. This Agreement is fully-funded by WIA Youth Funds and is included in the Recommended Budged for FY 2006-07. There is no Net County Cost.
