First Amendment to the Agreement with Opportunities Industrialization Center-West

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a First Amendment to the Agreement with Opportunities Industrialization Center-West (OICW) increasing the amount by $253,900 changing the obligation from $631,000 to $884,900. Additionally, this First Amendment extends the term to June 30, 2007 for generalized Comprehensive Year-Round Youth Services.

The Agreement contributes to this commitment and goal by providing educational, vocational and support services to youth, and by supporting employment and training services, that assist individuals in finding gainful employment and reaching self-sufficiency.

BACKGROUND:

A request for proposal (RFP) was conducted for FY 2004-07 in response to a determination by the Workforce Investment Board (WIB) of the need for programs to provide eligible youth assistance in achieving academic and employment success. Proposals were submitted by both OICW and Jefferson. The WIB, in collaboration with the Youth Advisory Committee, approved both Contractors for youth services. On April 1, 2005, by Resolution Number 067446, the Board of Supervisors approved the County to enter into both agreements.

 

DISCUSSION:

This First Amendment provides funding for continued generalized Comprehensive Year-Round Youth Services, which include but are not limited to: basic skills assessment; career assessment; comprehensive guidance and counseling to develop individual services strategy; vocational training; academic tutoring and support activities; workshops and internships. Additionally, this First Amendment adds the Jury Duty Ordinance language to the Agreement.

 

County Counsel has reviewed and approved this Agreement as to form. Risk Management has approved the Contractor’s insurance. The Agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

The total Agreement obligation is $884,900 for the term March 1, 2005 through June 30, 2007. Of this amount $277,000 is for FY 2004-05, $354,000 is for FY 2005-06 and $253,900 is for FY 2006-07. The amended amount of $253,900 is included in the FY 2006-07 Recommended Budget. The total Agreement obligation is fully-funded by WIA Youth funds. There is no Net County Cost.
