First Amendment to the Agreement with Opportunities Industrialization Center West (OICW) for One-Stop Career Center services

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an Amendment to the Agreement with OICW for One-Stop Career Center services by increasing the amount by $237,000, changing the total obligation from $223,000 to $460,000 and extending the term to June 30, 2007.

*Year To Date through March, there is a 19% decline in number of clients visiting One Stop Career Centers. As a result, fewer clients are anticipated in FY 06-07.

**Percentage exceeds State mandated target of 74.2%. Remaining participants were not placed during the time period reported and were referred to other programs available through the One Stop Career Center.

 

BACKGROUND:

OICW was originally selected by the Human Services Agency (HSA) to provide employment and training services for Agency-referred public assistance recipients residing in East Palo Alto through its Workfirst Program and was then established as a PeninsulaWorks One-Stop Career Center through the Workforce Investment Board’s five year strategic plan on July 1, 2000. The plan is currently being extended to June 30, 2007. The Board of Supervisors authorized the execution of an Agreement with OICW by Resolution Number 067748 to provide One-Stop Career Center services in the amount of $223,000 for the term of July 1, 2005 through June 30, 2006.

 

DISCUSSION:

OICW, through its One-Stop Career Center services, provides job preparation, workshops, employment counseling, structured job search and vocational training for Workforce Investment Act eligible participants. In accordance with Section 121 of the Workforce Investment Act of 1998, the San Mateo Workforce Investment Board (WIB), with the agreement of the Board of Supervisors, has the authority to designate a One-Stop Operator. OICW was appointed as a One-Stop Operator by the WIB and thus will continue in their appointment through FY 2006-07. In addition, the seventh modification of the Strategic Plan will include the appointment of OICW as a One-Stop Operator.

 

The Agreement, as amended, includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Amendment also adds the jury service policy. County Counsel has approved this Amendment as to form and Risk Management has approved the Contractor’s insurance.

 

FISCAL IMPACT:

The total amount of the Agreement, as amended by this Amendment, is $460,000 for the term July 1, 2005 through June 30, 2007. This Amendment is fully funded by Workforce Investment Act (WIA) Regular Allocation funds. The obligation for FY 2006-07 is $237,000 and is included in the FY 2006-07 Recommended Budget. There is no Net County Cost.
