Second Amendment to the Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program

 

RECOMMENDATION:

Adopt a Resolution authorizing a Second Amendment to the Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program for the purpose of increasing the funding allocated for Shelter Network’s Motel Voucher Program by $80,000, from $541,120 to $621,120, for the term of the July 1, 2005 to June 30, 2006.

Goals 9 and 22: Housing exists for people at all income levels and for all generations of families, and County and local governments effectively communicate, collaborate and develop strategic approaches, to issues affecting the entire County. This Amendment will contribute to the commitment and goals through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

 

PERFORMANCE MEASURE (S):

Data is currently in development for new Outcome Based Management (OBM) measures. Services will include recruitment and retention of participating motels, negotiation of rates of payments vouchers services.

BACKGROUND:

On September 27, 2005, the Board of Supervisors passed Resolution Number 067582, approving an Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program. This program serves an extensive population of individuals with multiple barriers who are in great need of transitional housing and supportive services with motel vouchers and continuum of housing opportunities for homeless families. On April 18, 2006, the Board of Supervisors passed Resolution Number 067927 approving the addition of $125,000 in contract funding due to an increase of the number of clients.

 

DISCUSSION:

The need for additional funding is the result of an increase in the number of the motel nights demanded and utilized by the program participants from 376 to 972 in the third quarter. The $80,000 additional funding will enable Shelter Network to continue assisting and serving the program participants for the remaining of the Fiscal Year 2005-06 without interruption of services.

The Agreement, as amended, includes all provisions that are required by the County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved this Amendment as to form. Risk Management approved the Contractor’s insurance.

 

FISCAL IMPACT:

The term of the Agreement will remain July 1, 2005 to June 30, 2006. This Second Amendment increases the contract by $80,000 for a total contract obligation of $621,120. Appropriation is included in the FY 2005-06 Adopted Budget. Of the $80,000 additional cost, $26,667 is funded through Children and Family Services allocations, $26,667 through CalWORKs allocations, and $26,666 is Net County Cost which will be absorbed within the Agency.
