Revisions to Chapter 7.52 (Loading Zones) of Title 7, Vehicles and Traffic, of the San Mateo County Ordinance Code

 

Recommendation

Adopt:

1.

an ordinance

a) amending Section 7.52.010 of the Ordinance Code to define loading zones;

b) providing that said freight and passenger loading zones will be established by Board resolution; and

c) repealing Sections 7.52.020 through 7.52.600.

 

2.

resolutions designating freight and passenger loading zones on County maintained streets.

Your Board’s adoption of the proposed ordinance and resolutions will allow us to:

streamline Ordinance Code Section 7.52, et. sec.; and

 

b.

maintain alphabetic listings of approved freight and passenger loading zones that can be easily updated.

 

Background

 

Previous Board Action

Adopted similar ordinances, which amended No Parking and No Parking During Specified Hours; Time Limited Parking; and Disabled Parking Zones and provided that said zones may be established by resolution of your Board.

 

History

Freight and passenger loading zones that are approved are currently codified in chronological order in Section 7.52 of the County Ordinance Code. Existing loading zone ordinances date back to 1957, and include areas that are no longer unincorporated.

 

Discussion

We are recommending that streets and portions of streets within the unincorporated area where freight and passenger loading zone regulations are established be approved by resolution and no longer be listed in the Ordinance Code. The locations of parking restrictions on County maintained streets are currently documented on GIS maps in the Department of Public Works, and will be made available in list form on the Department’s web site.

 

An additional loading zone has been included in the resolution establishing a freight loading zone at the request of a business owner. The owner of Grind ‘Em (a metal shop business), on San Mateo Avenue in the North Fair Oaks area requested a freight loading zone in front of his business to improve delivery access for his shop. We concur with his request and have determined the proposed freight-loading zone during the business hours of 7:00 a.m. to 6:00 p.m. will not adversely impact the surrounding area.

 

The ordinance and resolutions have been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic related issues involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking loading zones varies, but averages out to approximately $500 per zone. This cost is also financed with Road Funds.

 

Ordinance Code revisions are compiled and published by County Counsel and the cost of this work is financed with General Funds. We believe that there will be a savings of approximately $900 per year to the General Fund as updates to this section of the Ordinance Code will no longer have to be published each time a new loading zone is approved or eliminated. This revision will eliminate seven (7) pages from the Ordinance Code. The $900 saving is based on eliminating approximately six (6) pages of Ordinance Code revisions annually, and the estimate provided by County Counsel that it costs approximate $150 per page to publish and distribute Ordinance Code supplements each year.
