RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EXECUTION OF A THIRD AMENDMENT TO THE AGREEMENT WITH SAN MATEO COUNTY COMMUNITY COLLEGE DISTRICT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the San Mateo County Workforce Investment Board in collaboration with the Alameda County Workforce Investment Board was awarded a grant in FY 2003-04 from the Department of Labor in the amount of $2,000,000 for a two-year term, for the purpose of providing services to dislocated workers, in which the Alameda Workforce Investment Board is the appointed fiscal agent; and

 

WHEREAS, of the $2,000,000 grant administered by the Alameda County Workforce Investment Board, $793,601 was awarded to the San Mateo County Workforce Investment Board for the purpose of providing biotechnology training services to dislocated workers, and Skyline College of the San Mateo County Community College District was identified as the preferred provider by the Grant as a training provider for the biotechnology field; and

 

WHEREAS, the County and the San Mateo County Community College District entered into Agreement on January 19, 2004 by Resolution 066252 in the amount of $116,000 for the purpose of providing biotechnology training services to dislocated workers as required by the grant; and

 

WHEREAS, the County and the San Mateo County Community College District have amended the Agreement on two previous occasions by Resolution 067126 and Resolution 067312 to extend the term of the Agreement from January 19, 2004 through June 6, 2005 to January 19, 2004 through June 30, 2006 and to apply funds totaling $313,970 for the purposes of: 1) administering two (2) additional biotechnology classes, one for FY 2004-05 and one for FY 2005-06; and 2) providing additional biotechnology training services through a new Gateway program as specified by the Grant; and

 

WHEREAS, the County and the Contractor wish to further amend the Agreement for the purpose of adding three new courses: 1) Bio-Manufacturing Quality Control, 2) On-Demand Workshops for graduates of the Bio-Manufacturing Quality Control course, 3) Healthcare Careers Gateway and a spring 2006 session for both the Gateway Program and the Bio-Manufacturing Certificate Program increasing the amount by $277,860 and changing the total Agreement obligation from $429,970 to $707,830 with the term remaining January 19, 2005 through June 30, 2006; and

 

WHEREAS, The Board of Supervisors is being asked to waive the RFP Process for this Third Amendment as San Mateo County Community College District is the preferred provider named in both the Bay ABC Grant and the DOL Grant, and it is in the County’s best interest to contract with San Mateo County Community College District as they are already providing these services; and

 

WHEREAS, such services comply with Workforce Investment Act program specific requirements; and

 

WHEREAS, the Board of Supervisors has been presented with a form of such Third Amendment to the Agreement and said Board has examined and approved same as to both form and content and desires to enter into the same, and believes it is in the best interest of the County to waive the RFP process in connection with the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

1) The Request for Proposal Process be waived with respect to the services to be provided pursuant to the Third Amendment to the Agreement with the San Mateo County Community College District; and

2) The President of this Board of Supervisors is hereby authorized and directed to execute said Third Amendment to the Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.
