RESOLUTION (1) ADOPTING RELOCATION GUIDELINES AND APPROVING A RELOCATION PLAN, INCLUDING A RELOCATION APPEALS AND GRIEVANCE PROCESS, FOR IMPLEMENTATION BY BRIDGE REGIONAL PARTNERS, FOR THE COLMA TRANSIT VILLAGE APARTMENTS DEVELOPMENT; AND (2) FINDING THAT THE CONVERSION IMPACT REPORT FOR THE MEADOWBROOK MOBILE HOME PARK IS SUFFICIENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
WHEREAS, BRIDGE Housing Corporation, through its nonprofit affiliate, BRIDGE Regional Partners (BRIDGE”), has been approved for County CDBG and HOME funds to assist in the development of the Colma Transit Village Apartments, (“Project”) adjacent to the Colma BART Station; and
|
WHEREAS, the development of the Project requires that the present occupants of the Meadowbrook Mobile Home Park (the “occupants”) be relocated and the Park closed (the “Relocation”); and
|
WHEREAS, the State Department of Housing and Community Development has issued guidelines and procedures ("State Relocation Guidelines") implementing the Relocation Assistance Act (25 California Code of Regulations, Section 6000 et. seq.); and
|
WHEREAS, it is the desire of this Board that the Relocation be carried out in conformance with the federal Uniform Relocation Act and Section 104 (d) of the Housing and Community Development Act, and the State Relocation Assistance Act and the State Relocation Guidelines; and
|
WHEREAS, in accordance with State requirements, a Relocation Plan and Conversion Impact Report was prepared for closure of the Meadowbrook Mobile Home Park and relocation of its occupants; and
|
WHEREAS, this Board has been informed by BRIDGE that the Relocation Plan and Conversion Impact Report was provided to the Department of Housing and each affected household at Meadowbrook; and
|
WHEREAS, the Plan and Impact Report has undergone the mandatory 30-day public comment period, which began May 1, 2006, with all comments received during that period incorporated; and
|
WHEREAS, there has been presented to this Board of Supervisors for its consideration and determination of sufficiency, a Relocation Plan and Conversion Impact Report for the Meadowbrook Mobile Home Park (the “Conversion Impact Report”), including certain revisions and modifications, reference to which is hereby made for further particulars, and the Board of Supervisors has examined the same as to form and content and desires to find the same sufficient; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval a Relocation Plan, including a Relocation Appeals and Grievance Process, for implementation by BRIDGE for the Colma Transit Village Apartments Development, reference to which is hereby made for further particulars, and the Board of Supervisors has examined the same as to form and content and desires to approve the same.

NOW, THEREFORE, BE IT RESOLVED that the State Relocation Guidelines, are hereby adopted by the County for the Project, and the Relocation Plan, including a Relocation Appeals and Grievance Process, is hereby approved for implementation by BRIDGE for the Colma Transit Village Apartments Development.

BE IT FURTHER RESOLVED that the Relocation Plan and Conversion Impact Report for the Meadowbrook Mobile Home Park, as revised, is hereby found and determined to be sufficient.
