SUBJECT:

Amendment II to the Agreements with Catholic Charities CYO; the City of South San Francisco Adult Day Care Program; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers for Adult Day Care Services

 

RECOMMENDATION:

Adopt a resolution authorizing Amendment II to the Agreements with Catholic Charities CYO; the City of South San Francisco Adult Day Care Program; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers for Adult Day Care Services increasing the collective amount by $141,600 for FY 2006-2007 for a total of $283,200 with no change to the term July 1, 2005 through June 30, 2009.

Aging and Adult Services (AAS) has continued to make the provision of services which help maintain at-risk individuals in a least restrictive setting a division-wide performance measure. With the assistance of the services provided through these agreements we have met this measure as a division.

BACKGROUND:

On September 13, 2005, your Board adopted Resolution No. 67528 approving the Agreements with Catholic Charities CYO; the City of South San Francisco Adult Day Care Program; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers in the collective amount of $141,600 for the term of July 1, 2005 through June 30, 2009 for the provision of Adult Day Care Services.

 

Resolution No. 67528 also authorized the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000, and to make minor changes in the types of services and activities provided under the agreements.

 

On April 13, 2006 the Director of the Health Department approved Amendment I to the agreements, adding state required language regarding an appeals process and the restrictions around lobbying and county required language regarding contractor employee jury service.

 

DISCUSSION:

AAS receives funding from the California Department of Aging (CDA) for the Multipurpose Senior Services Program (MSSP). MSSP supports the independence of at-risk individuals by providing a variety of services such as adult day care, transportation, attendant care, and family caregiver support. AAS contracts with community organizations to provide these services.

 

The adult day care service providers were selected through a Request for Proposals (RFP) process conducted in 2005 by AAS for the 2005-2009 contract period. Amendment II to these agreements increases the funding for the continuation of these services for FY 2006-2007.

 

Change Order No. 5700006R67528A-1, authorized by the Director of the Health Department includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved the Resolution and Amendments as to form.

 

FISCAL IMPACT:

The term of the agreements remains the same July 1, 2005 through June 30, 2009. The maximum the County shall be obligated to pay collectively for these amended agreements for fiscal year 2006-2007 under a single resolution is $141,600. This collective amount added to the original contract amount results in a new collective total of $283,200 for the full contract term. Funds for these services are included in AAS’s recommended budget for FY 2006-07. There is no impact on the County General Fund as a result of this action.
