SUBJECT:

Agreement with North Peninsula Neighborhood Services, for Core Services.

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process; and

 

B.

Authorizing the execution of an Agreement with North Peninsula Neighborhood Services to provide Core Services for the term of July 1, 2006 to June 30, 2007, in the amount of $122,705; and

 

C.

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

Goal Number 23: Leaders throughout the County provide the impetus for broader regional solutions in land use, housing, childcare, education, health and transportation. The Agreement contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the seven Core agencies.

BACKGROUND:

North Peninsula is one of the seven (7) Core Service Agencies, which provides services to the residents of San Mateo County with information and referral, emergency assistance, case management and other services. These Core Services provide access to the County’s Human Services delivery system and are part of the network to prevent homelessness. The Core Service Agencies including North Peninsula have met their performance measures in the past years with the Department of Housing and Human Services Agency.

 

DISCUSSION:

Four of the seven Core Service Agencies’ Contracts for the Safety Net Services are being submitted to the Board of Supervisors including this Contract with North Peninsula. The rest of the Core Services Agreements will be submitted to the County Manager’s Office for their approval and further processing.

 

The request to waive the RFP process is due to the service providers’ participation in the Notification of Funding Availability (NOFA) for Fiscal Year 2006-07. As a result, North Peninsula qualified to receive Community Development Block Grant (CDBG) funding by the Board of Supervisors, on May 2, 2006. Therefore, it is in the County’s best interest to continue with this Contractor so that there is no interruption of services to the community.

This Agreement includes all provisions that are required by the County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

FISCAL IMPACT:

The term of this Agreement is July 1, 2006 through June 30, 2007. The total obligation of this Agreement is $122,705. Of which $6,924 is provided through CDBG, and $115,781 is provided by the County General Funds, which are included in the Recommended Budget for FY 2006-07.
