SUBJECT:

Amendments to the Agreements with 13 Providers for Fee-For-Service based alcohol and drug treatment

 

Recommendation

Adopt a Resolution authorizing the execution of amendments to the agreements with:

A) Asian American Recovery Services, Inc., Daytop Village Inc., El Centro de Libertad, Free at Last, Project Ninety Inc., Pyramid Alternatives Inc., Service League of San Mateo County, Sitike Counseling Center, The Latino Commission, Walden House, and Women’s Recovery Association to increase funding for Drug Court Partnership (DCP), Comprehensive Drug Court Implementation (CDCI), and SB223 drug testing services; and

 

B) BAART Behavioral Health Services, Inc. (BBHS) to increase funding for Drug Court Partnership (DCP) and Comprehensive Drug Court Implementation (CDCI) alcohol and drug treatment services; and

 

C) Youth and Family Services to increase funding for SB223 drug testing services.

Goal 8: Help vulnerable people-the aged, disabled mentally ill, at risk youth and others achieve a better quality of life. This action keeps the commitment and goal to provide individuals and families in San Mateo County with the skills and knowledge to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities of San Mateo County.

 

Background

On July 26, 2005, the Board of Supervisors approved Agreements between the County and the aforementioned providers (collectively, the “Providers”), pursuant to which the Providers agreed to provide various alcohol and drug treatment services as required by the Substance Abuse Crime Prevention Act/Proposition 36 (SACPA/P36), DCP, CDCI and SB223 as set forth in said agreements.

 

The proposed amendments are to utilize prior rollover funding for DCP and CDCD and to cover a projected increased need for drug testing services under SB223.

* Previously this OBM measure, measured the % of clients reducing or abstaining from alcohol and/or other drug use at 3 months and 9 months post-intake. The follow-up time frame for FY 2005-06 has been changed to 6 months and 12 months post-intake in order to align with Federal follow-up standards. Data is currently in development.

 

Discussion

The increase in funding for DCP and CDCI related alcohol and drug treatment services is due to a rollover of funds from previous years and AOD Trust Funds that will be allocated to the corresponding overall aggregate amounts. The increase in funding for SB223 for drug testing services is due to projections through the end of the fiscal year exceeding the current aggregate amount.

 

These Agreements include all provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

Fiscal Impact

The term of these Agreements remains the same, from July 1, 2005 through June 30, 2006. The increase of $209,741 for CDCI and $89,245 for DCP was not included in the Adopted Budget for Fiscal Year 2005-06. However, there are sufficient Agency appropriations and Net County Cost to cover these unanticipated costs. The increase of $40,000 for SB223 was included in the Adopted Budget for Fiscal Year 2005-06. There is no additional Net County Cost as a result of this action.
