SUBJECT:

Appropriation Transfer Request for the Skills Testing, Assessment and Re-employment Grant (STAR)

 

RECOMMENDATION:

Adopt a Resolution authorizing an Appropriation Transfer Request (ATR) adding $85,177 to Salaries and Benefits, $75,737 to Services and Supplies, and $499,086 to Other Charges, offset by $660,000 to Unanticipated Intergovernmental Revenue for services to dislocated workers funded by the STAR grant.

Goal 4: Residents have many educational opportunities beyond high school. This resolution contributes to the commitment and goal by providing skills training, assessment and re-employment services to dislocated workers throughout San Mateo County.

 

BACKGROUND:

The San Mateo County Workforce Investment Board (WIB) in collaboration with Santa Clara (NOVA), San Benito and Silicon Valley WIBs were awarded a Skills Testing, Assessment & Re-employment (STAR) grant for providing job training and employment services to dislocated workers in Silicon Valley. San Mateo County was awarded $660,000 under this grant.

 

DISCUSSION:

The four WIBs have a strong history of working together to serve the needs of dislocated workers within the Silicon Valley. Because the regional need for training and development is so great, the four WIBs have joined together to respond collectively to the high degree of job turnover within the region and to leverage resources to create a regional solution.

Funds from the STAR grant have allowed the San Mateo County WIB to continue its efforts in retraining dislocated workers into new fields of employment. This funding has increased the amount of Individual Training Account (ITA) dollars which are available to dislocated workers. It has also funded additional training opportunities targeted at specific growing industries such as Insurance.

County Counsel has reviewed and approved the Memo as to form.

 

FISCAL IMPACT:

The amount of this ATR adds $660,000 to Intergovernmental Revenue in order to appropriate unanticipated revenues and expenses within the Employment Services budget unit through June 30, 2006. Of this amount, $85,177 will be added to Salaries and Benefits, $75,737 to Services and Supplies and $499,086 to Other Charges. There is no Net County Cost.
