SUBJECT:

Resolution Authorizing the Director of Public Works to Submit an Application for Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA) Grant Funds and Acknowledging the Grant Funding Limit for the Resurfacing of Bay Road - North Fair Oaks Area

Recommendation

Adopt a Resolution authorizing the Director of Public Works to submit an application for SAFETEA funding to help finance the resurfacing of Bay Road, and acknowledging the grant funding limit.

Vision Alignment

Commitment: Ensure basic health and safety of all.

Goal(s): Maintain and enhance the public safety of all residents and visitors.

The resurfacing of this street will improve the condition of the road for the benefit of the public.

Background

The City and County Association of Governments (C/CAG) administers the allocation of SAFETEA funds which may only be used for transportation projects, and which are made available through the Metropolitan Transportation Commission (MTC).

C/CAG announced that SAFETEA funds were available on a competitive basis for the 2006 through the 2009 fiscal years, and the County’s Bay Road Project qualified for this funding.

Discussion

C/CAG requires that a resolution of the local agency’s governing board authorizing application for the funds and acknowledging the funding limit for a project.

A resolution in the format as prescribed MTC has been approved as to form by County Counsel.

Fiscal Impact

The estimated cost of this project is $500,000 and is proposed to be financed as follows:

County Road Funds

$250,000

SAFETEA Funds

$250,000

Total Estimated Cost

$500,000

SAFETEA funds are received on a reimbursable basis. Therefore, we are proposing to finance the project with Road Funds and reimburse the Road Fund once the project is complete and the SAFETEA funds are received.

There is no impact to the General Fund.
