SUBJECT:

Request for Approval of an Amendment to extend the term of the Agreement with Independent Contractor, Acionyx, Inc., for Tax Information System Programming.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to Approve an Amendment to extend the term of the Agreement with Acionyx, Inc. for tax information systems programming services from January 1, 2004 to September 30, 2006 in an amount not to exceed $472,720.00.

BACKGROUND:

The Tax Collector’s Office engaged Acionyx, Inc. in December of 2003 to perform Tax Information System programming for an amount not to exceed $472,720.00. Under this Agreement, Acionyx has been instrumental in the construction and maintenance of the Tax Collector’s web site as well as additional web applications provided to San Mateo Medical Center and E.P.S. Revenue Services to improve payment processing and collections. This includes the Tax Collector’s e-commerce web-site applications that allow taxpayers to pay on line by credit card or by e-check (ACH transaction) for any combination of property taxes (current or delinquent.) The term of this Agreement is from January 1, 2004 until June 30, 2006.

 

DISCUSSION:

Recent changes in current project resource requirements as well as the addition of new projects resulting from the addition of Revenue Services to the Treasurer-Tax Collector Office responsibilities, has necessitated an extension to the duration of the Agreement beyond the current June 30, 2006 contract termination date. The new contract termination date of September 30, 2006 will provide adequate time to complete current projects and assess resulting future Tax Collector’s information system requirements.

 

FISCAL IMPACT:

The Amendment extends the term of the agreement from January 1, 2004 to September 30, 2006. There is no change to the original amount. The original amount is not to exceed $472,720.00. No additional funding is required for this amendment.
