Third Amendment to the Agreement with the Department of Rehabilitation (State Agreement 24554)

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a Third Amendment to the Agreement with the Department of Rehabilitation increasing the amount to be paid by the State by $285,138 changing the State’s total Agreement obligation from $532,184 to $817,322 for training and employment services. The term remains the same July 1, 2004 through June 30, 2007.

**Due to increasing administration costs and the grant remaining the same as in the previous fiscal year, there will be less services to participants and it is anticipated that fewer will successfully close out of the program.

 

BACKGROUND:

Over the last several years, San Mateo County has seen an economic downturn and an increase in clients needing assistance in obtaining employment. Since 1994, the State Department of Rehabilitation and the San Mateo County Human Services Agency (HSA) have worked together to provide employment and training services to the disabled population in San Mateo County.

 

Pursuant to the three year Agreement, the County receives funding from the State each fiscal year to provide vocational assessment, employment preparation, job development and placement services, to San Mateo County residents who have significant physical and psychiatric disabilities, and are not receiving services through San Mateo County Mental Health. Consumers are served jointly by HSA and the State Department of Rehabilitation. The Board of Supervisors approved the original Agreement on July 1, 2004 by Resolution Number 066887. The Agreement was subsequently amended August 22, 2005 and February 14, 2006 to add funding for FY 2005-06.

 

DISCUSSION:

This Third Amendment increases funding appropriation from the State to HSA for FY 2006-07 so that services to San Mateo County residents with physical and psychiatric disabilities can continue. HSA plans to apply for additional funding to continue services past FY 2006-07 after it receives accreditation for employment, training and rehabilitation services in November 2006.

 

County Counsel has approved this Third Amendment as to form and the Department of Rehabilitation has been provided with the County’s certificate of insurance.

 

FISCAL IMPACT:

The amount of the Agreement is increased by $285,138 through this Third Amendment, which is funded by the State of California, Department of Rehabilitation changing the total obligation of the State pursuant to the Agreement from $532,184 to $817,322. The term remains July 1, 2004 through June 30, 2007. Funding will be included in the FY 2006-07 Recommended Level Budget.
