Dredging at the Coyote Point Marina
(Project No. P12U1, F-36 [315B])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for dredging at the Coyote Point Marina (Marina).

Periodic dredging is required to provide safe navigational depths at the Marina.

 

Background

A previous project dredged the main channel into the Marina and some of the secondary channels used by the tenants to access their boat slips. The proposed project will dredge additional secondary channels and boat slips up to the amount that can be financed by the Marina.

 

The Parks and Recreation Division of the Environmental Services Agency (Parks) has obtained all the necessary permits for the project. These permits restrict dredging activity to the period from June 1 through November 30th in any given year.

 

Discussion

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301, Class 1, of the California Environmental Quality Act (CEQA), and we have filed a Notice of Exemption with the County Clerk.

 

The Director of the Environmental Services Agency and the Parks Director concur in our recommendation.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The initial cost of the dredging was estimated at $500,000 and an appropriation was approved in the Capital Projects Budget financed with Coyote Point Marina Funds to pay for this work. The Parks Division determined that it would be cost effective to have additional dredging within the Marina done and the project is now estimated to cost $700,000. The additional $200,000 in work is proposed to be financed with reserves from the Coyote Point Marina Fund and an Appropriation Transfer Request (ATR) will be presented to your Board for your consideration, once bids are received, the low bidder determined and prior to the award of a contract.

 

There is no impact to the General Fund.
