SUBJECT:

Approve the Child Abuse Prevention, Intervention and Treatment (CAPIT), Community-Based Child Prevention (CBCAP) and Promoting Safe and Stable Families (PSSF) Three Year Plan

   

RECOMMENDATION:

Adopt a resolution approving the CAPIT/CBCAP/PSSF Three Year Plan.

The Three Year Plan supports this goal since funding will be used to support families by providing community programs and activities for the prevention of child abuse and neglect.

 

BACKGROUND:

On May 23, 2005, the California Department of Social Services (CDSS) issued instructions for the CAPIT/CBCAP/PSSF Three Year Plan for the State Fiscal Years (SFY) 2005-2008, providing information about the consolidation requirements for counties seeking funding under the CAPIT, CBCAP and PSSF programs and instructions for the preparation and submission of the county plan/application relating to these programs.

CAPIT, CBCAP and PSSF programs are not entitlement programs. Counties voluntarily apply for available funding and contract for services based upon a three year county plan approved by the CDSS Office of Child Abuse Prevention (OCAP). Each county seeking funding must complete a new planning process for combined CAPIT/CBCAP/PSSF services for the SFY 2005-2008 funding cycle. In contrast to previous funding cycles where the PSSF plan was submitted separately, counties are now required to combine these program funds administratively for greater efficiency and to coordinate and integrate prevention-related family support activities toward the goal of improving child and family well-being. Although these programs are to be combined administratively, the individual requirements of each program must still be met.
To be eligible for CAPIT/CBCAP/PSSF funding, each county must submit:

    - CAPIT/CBCAP/PSSF Three Year Plan approved by the Board of Supervisors

    - Notice of Intent form –A Notice of Intent form for the SFY 2005 – 2008 program funding cycle approved by the Board of Supervisors (approved by San Mateo County Board of Supervisors, July 26, 2005)

    - Board of Supervisors Resolution identifying the Child Abuse Prevention Council (pursuant to W&I Code, Section 18980 et seq.) and Commission, Board or Council (pursuant to W&I Code, Section 18950 et. seq.) for administration of the County Children’s Trust Fund (CCFT) (approved by San Mateo County Board of Supervisors, July 26, 2005)

During the previous three year funding cycle, CCAT was approved as the administrative body for the CAPIT/CBCAP funding which was distributed within the community for parent education, mandated reporter training, school-based case management, a parent participant preschool program, a parent support “warm” line, and to augment existing Mental Health funding. PSSF funds administered by the Human Services Agency were used to support activities in five Family Resource Centers located in Redwood City

 

DISCUSSION:

The current Three Year Plan, developed through collaboration between CCAT, Human Services Agency, and other agency and community partners, is an application for approximately $215,289 in CAPIT and CBCAP funding, and an additional $439,959 in PSSF funding.

Based on instructions from the OCAP, an RFP was issued March 16, 2005, soliciting proposals from community agencies for prevention, intervention and treatment services. The RFP required that proposed services be aligned with at least one of the Child Welfare System Improvement Plan priority areas, and that more than 50% of the funding be used in the area of prevention. The RFP also stressed the importance of an overarching theme of collaboration. On July 26, 2005, the Board of Supervisors approved the contractors recommended by an RFP review panel. The PSSF funds for SFY 05/06 were allocated to five Family Resource Centers in San Mateo County. For the second and third years of the plan, PSSF funds will be allocated through an RFP process.

The subject Three Year Plan describes the structure, membership, and multidisciplinary collaborative requirements of the San Mateo Child Abuse Prevention Council (CAPC) (Children’s Collaborative Action Team) and the PSSF Collaborative bodies; outlines the vision of the CAPC and PSSF Collaboratives beyond the three year program cycle; includes the Child and Family Services Review Self- Assessment conducted in June 2004; describes the required comprehensive CAPIT/CBCAP/PSSF countywide planning process; describes the competitive bid process used for allocation of revenue; specifies projected goals which include engagement, short-term, intermediate and long-term outcomes with a corresponding evaluation process; describes the agreed-upon process for gathering, storing and disseminating program information as required by OCAP; and describes the overall processes and systems to be used for fiscal accountability.

 

FISCAL IMPACT:

There is no Net County Cost impact due to the approval of the three year plan.
