Resolution Authorizing the Filing of an Application for Grant Funds in the amount of $181,287 for the Development of the Mirada Surf Bike and Pedestrian Trail

 

RECOMMENDATION:

Adopt a Resolution authorizing the filing of an application for Federal Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding for the Mirada Surf Bike and Pedestrian Trail and committing the necessary non-federal match for the project, stating the assurance of the County of San Mateo to complete the project, and appointing the Director of the Parks and Recreation Division as agent of the Applicant to execute and submit all grant documents, including but not limited to, certification of assurances, applications, contracts, amendments, and payment requests.

Goal 15: Residents have nearby access to green space, such as parks and recreational opportunities.

 

Filing of a grant application for $181,287 contributes to this commitment and goal as the funding will be used to develop a trail for recreational use across Mirada Surf that will close a gap in the California Coastal Trail resulting in 13 miles of continuous multi-use trail from Half Moon Bay to the Pillar Point Harbor in Princeton.

 

BACKGROUND:

The San Mateo County Parks and Recreation Foundation (Foundation), as part of their contract with the County, has secured Federal Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding in the amount of $181,287 for the Mirada Surf Bike and Pedestrian Trail. Completion of the missing segment of the trail on Mirada Surf was one of the reasons the County made the acquisition in August 2004 and an important factor in the California Coastal Conservancy's grant towards the acquisition, which also included an additional $100,000 for the trail planning.

 

DISCUSSION:

A resolution is required as one step to encumber these Federal funds and is due by July 30, 2006. The language of the authorizing resolution is specified by the granting agency and contains a “Certification of Assurances” to be completed by the county’s designated representative. The Foundation expects that all funds including the local match will be available by fiscal year 2007-08.

The Mirada Surf Bike and Pedestrian Trail will include development of approximately one-half mile of Class I trail that is multi-use, 12-foot width paved, center striped with four-foot width gravel shoulders on the Mirada Surf coastal bluff. Amenities of the project include a bathroom, signage and a small bridge to protect riparian habitat.

 

FISCAL IMPACT:

The Mirada Surf Bike and Pedestrian Trail project will be fully funded by grant funding and there will be no Net County Cost associated with the project work. Upon project completion, County Parks and Recreation staff will maintain the trail; funding for maintenance operations is budgeted under the County’s General Fund.
