SUBJECT:

Resurfacing of Various Roads in Broadmoor Village
(Daly City) and San Mateo Highlands (San Mateo) -
(Project No. RH200, F-36 [71J])

 

Recommendation

Adopt a resolution adopting plans and specifications dated May 26, 2006, determining prevailing wage scales, determining the low bidder and authorizing execution of a contract for the above referenced project.

The resurfacing of portions of Eighty-Seventh Street, Wildwood Avenue, Wildwood Court, Stewart Avenue and Garden Lane in the Broadmoor Village Area, and Forge Road and Roxbury Lane in the San Mateo Highlands Area will improve the condition of the road surfaces for the benefit of the general public.

 

Background

Previous Board Action

1.

Adopted Resolution Number 067454 on July 12, 2005, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

   

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $50,000 proposed to be done in conjunction with road projects.

 

History

The proposed project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

 

The proposed project will resurface approximately 1.5 miles of roads as shown on Exhibit “A” and “B”, including associated work. The North San Mateo County Sanitation District, City of Daly City, California Water Service Company, AT&T California and the Crystal Springs County Sanitation District have requested that their facilities in the project area be adjusted to grade in conjunction with our work.

 

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Discussion

On June 20, 2006, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Fiscal Impact

The total estimated cost of this project is $637,000, which includes a ten percent (10%) contingency (approximately $58,000) as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of pavement placed. Reimbursement for the cost of doing work for the utility agencies will be covered by agreements executed by the Director as authorized by your Board.

 

Sufficient Road Funds have been budgeted to finance the project.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
