EXECUTIVE SUMMARY: Flat Rate Agreements with Providers of Alcohol and Drug, Prevention and Treatment Services

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

A.

Waiver of the Request for Proposal process;

B.

The execution of Agreement with Twelve (12) providers of Alcohol and Drug Prevention and Treatment Services for FY 2006-07; and

C.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements with limited authority.

BACKGROUND:

In July 2003 and July 2004, through Resolutions number 066104, and 067268, the Board of Supervisors authorized the execution of Flat Rate Agreements with the various contractors in order to provide consistent and continuous services to at risk individuals in San Mateo County.

 

DISCUSSION:

Alcohol and other Drug Services did not issue an RFP for services for FY 2006-07 because the department is in the process of developing a comprehensive Alcohol and Drug Treatment and Prevention strategic plan. The strategic plan will provide the priorities and guidelines that will be utilized in the RFP that will be issued for the FY 2007-08.

 

FISCAL IMPACT:

The term of these Agreements is July 1, 2006 through June 30, 2007 and funding is provided from the State Negotiated Net Amount (NNA), Drug Medi-Cal, State CalWORKs and State Aid Public Safety. The total Appropriation for these Agreements is $6,054,454. There is no Net County Cost. The Appropriation for these Agreements have been included in the FY 2006-07 Recommended Budget.
