An Agreement with Geoffrey Rutledge, M.D, Ph.D.

 

RECOMMENDATION:

Adopt a resolution authorizing the execution an Agreement with Geoffrey Rutledge, M.D., Ph.D. for consulting services for the term of August 1, 2006 to June 30, 2007, in an amount not to exceed $200,608.

This Agreement with Geoffrey Rutledge keeps this commitment by ensuring effective planning and preparation is done before the implementation phases of information technology (IT) projects.

BACKGROUND:

During FY 2002-03, the San Mateo Medical Center recognized the need to increase the use of Information Technology (IT). To ensure proper IT decisions were made, a long-range information technology strategic plan (ITSP) was completed for the San Mateo Medical Center (SMMC). The ITSP recommended the addition of a Chief Medical Information Officer (CMIO) to prioritize and coordinate the deployment of clinical IT applications at SMMC. Dr. Rutledge, an Attending Physician in the SMMC Emergency Room, is currently working on contract in a CMIO capacity for SMMC and his contract will expire July 31, 2006.

 

DISCUSSION:

During the past year, Dr. Rutledge has greatly enhanced the technology effort at SMMC by updating the ITSP to provide a clearer path towards the implementation of an Electronic Medical Record (EMR) and by serving as the primary stake holder in clinical IT projects to include the Emergency Department Information System and the Pharmacy project. With your support, Dr. Rutledge will continue his work on current projects while starting new projects including the preliminary work on an ambulatory electronic medical record. Dr. Rutledge continues to demonstrate a unique ability to balance the perspective of IT professionals with a physicians’ background resulting in significant progress in the area of clinical application development and implementation of the SMMC ITSP.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefit.

 

Contractor has agreed to the County’s short form hold harmless clause, which indemnifies County for Contractor’s negligence, as opposed to the long form clause which is broader. Risk Management has approved this substitution.

 

County Counsel has reviewed and approved the Resolution and the Agreement.

 

FISCAL IMPACT:

The term of the Agreement is August 1, 2006 through June 30, 2007. The total obligation under this Agreement is $200,608. Funding for this Agreement is included in the ISD FY 2006-07 Adopted Budget.
