Recommended Revision to the Salary Ordinance

Recommendation

 

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of three positions and additional differentials will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

 

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

 

Discussion

 

The salary ordinance changes herein represent:

 

reclassifying three filled positions, and

 

adding two new differentials and increasing an existing differential from a flat dollar amount to a percentage.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

The specific actions are discussed in detail below.

 

ORGANIZATION 13000 ASSESSOR-CLERK-RECORDER

 

Action:

Reclassify: One position of U068, Senior Appraiser

 

Biweekly Salary: $2,380.80 - $2,976.00

 

Approximate Monthly Salary: $5,159.00 - $6,449.00

   
 

To: One position of V230, Information Technology Analyst

 

Biweekly Salary: $2,775.20 - $3,468.80

 

Approximate Monthly Salary: $6,013.00 - $7,516.00

   

Explanation:

This is the reclassification of one filled position of Senior Appraiser to the classification of Information Technology Analyst. This position has been studied and determined to be appropriately classified as Information Technology Analyst. This action represents a monthly salary and benefits cost of $1,408. There is no change in the total number of authorized positions.

   
 

ORGANIZATION 25000 DISTRICT ATTORNEY’S OFFICE

 

Action:

Increase: The differential for Attorneys who are assigned by the District Attorney to work as a Deputy-in-Charge of the following work units from $92.31 biweekly to 5.74% of base pay. Only one employee at a time may receive payment in each area:

 

    Each Municipal Court Branch

 

    Juvenile Court Division

 

    Consumer Fraud

 

    General Office Support

   

Explanation:

This is the increase of an existing differential from a flat dollar amount of $92.31 biweekly to 5.74% of base pay. This increase keeps the compensation for performing supervisory work at a rate commensurate with the work performed. This action represents a monthly salary and benefits cost of $3,090. There is no change in the total number of authorized positions.

 

ORGANIZATION 30000 SHERIFF’S OFFICE

 

Action:

Add: A differential of 7.5% for the Lieutenant over the Office of Emergency Services and Homeland Security.

   

Explanation:

This is the addition of a 7.5% differential for the Lieutenant over the Office of Emergency Services and Homeland Security. This differential is warranted in recognition of the responsibilities and duties associated with the new Office of Homeland Security which have been added to this position. This action represents a monthly salary and benefits cost of $709. There is no change in the total number of authorized positions.

 

ORGANIZATION 32000 PROBATION

 

Action:

Add: A differential of 5.74% for the Deputy Chief of Institutions and the Director of the Juvenile Hall for a period of 6 months from May 1, 2006 through November 3, 2006.

   

Explanation:

This is the addition of a 5.74% differential for the Deputy Chief of Institutions and the Director of the Juvenile Hall for a period of 6 months from May 1, 2006 through November 3, 2006. These two individuals have been performing their normal daily duties as well as additional duties related to the opening of the new Youth Services Center. These additional duties will continue through November 3, 2006. This action represents a monthly salary and benefits cost of $995. There is no change in the total number of authorized positions.

 

ORGANIZATION 61000 MENTAL HEALTH

 

Action:

Reclassify: One position of E419, Lead Medical Office Assistant

 

Biweekly Salary: $1,635.20 - $2,044.00

 

Approximate Monthly Salary: $3,543.00 - $4,429.00

Biweekly Salary: $2,200.00 - $2,749.60

 

Approximate Monthly Salary: $4,767.00 - $5,958.00

This is the reclassification of one filled position of Lead Medical Office Assistant to the classification of Information Technology Technician. This position has been studied and determined to be appropriately classified as Information Technology Technician. This action represents a monthly salary and benefits cost of $2,095. There is no change in the total number of authorized positions.

 

ORGANIZATION 70000 HUMAN SERVICES

 

Action:

Reclassify: One position of E336, Lead Office Assistant

 

Biweekly Salary: $1,438.40 - $1,797.60

Biweekly Salary: $1,751.20 - $2,188.80

 

Approximate Monthly Salary: $3,795.80 - $4,743.00

   

Explanation:

This is the reclassification of one filled position of Lead Office Assistant to the classification of Office Services Supervisor-E. This position has been studied and determined to be appropriately classified as Office Services Supervisor-E. This action represents a monthly salary and benefits cost of $1,162. There is no change in the total number of authorized positions.

 

Fiscal Impact

 

The reclassifications and differentials represent a monthly salary and benefits cost of $5,421 or an annual cost of $65,052.
