Adoption of Resolution Regarding Acceptance of a State Department of Fish and Game Grant for Preparation of an Amendment to the San Bruno Mountain Habitat Conservation Plan in the Amount of $94,991

 

RECOMMENDATION:

Adopt a resolution authorizing and directing the Director of the Environmental Services Agency to accept a State Department of Fish and Game Habitat Conservation Planning Grant in the amount of $94,991, for the preparation of an amendment to the San Bruno Mountain Habitat Conservation Plan.

BACKGROUND:

The San Bruno Mountain Habitat Conservation Plan (“HCP”) was adopted in 1982 for the purpose of providing for the protection of certain federally listed plant and animal species and to preserve and restore the ecological values on the Mountain. The County, the cities of Brisbane, Daly City and South San Francisco, the State Departments of Parks and Recreation and Fish and Game, the United States Fish and Wildlife Service (“USFWS”), and several developers of property within the San Bruno Mountain Area, are signatories to the Plan. The USFWS issued a Section 10a Permit to allow the incidental take of protected species in association with development allowed by the Plan.

 

The Board is being asked to enter into new agreements with Thomas Reid Associates for preparation of the Amendment, and Jones & Stokes for preparation of the EIR/EIS to support the amendment. The anticipated time of completion of the HCP amendment is the end of December 2007.

 

DISCUSSION:

In order to secure the necessary funding for the completion of the process, funds have been obtained from several sources, including a prior grant from the Department of Fish and Game, and a contribution from Brookfield homes. The County originally pledged $8,333 as a contribution to the match for the prior grant as well. Finally, the City of South San Francisco has provided significant funding through an agreement with the County regarding its redevelopment plan. This grant will provide the final component of funding to complete the process. The grant includes $70,000 for additional work to be performed by Jones & Stokes with respect to the EIR/EIS, and also provides $24,991 to reimburse the County for work done by the County Counsel’s office with respect to the amendment process. The resolution was prepared by the County Counsel’s office.

 

FISCAL IMPACT:

This action will secure a grant to assist in funding the HCP amendment process. No general fund monies will be required beyond $8,333 previously authorized by the Board. The grant will also reimburse the County for the time expended by the County Counsel’s office to complete the process.
