RECOMMENDATION:

($417,438); 3) El Centro de Libertad ($391,962); 4) Free At Last ($432,529); 5) Horizon Services, Inc. ($581,041); 6) Project Ninety, Inc. ($938,886); 7) Pyramid Alternatives ($258,480); 8) Service League of San Mateo County ($229,015); 9) Sitike Counseling Center ($248,871); 10) The Latino Commission ($437,045); 11) Youth and Family Enrichment Services ($972,718); and 12) Women’s Recovery Association ($748,929); and

Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

 

The Flat Rate Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Performance Measures: Alcohol and Drug Service Providers are in compliance with the Human Services Agency’s Outcome Based Management (OBM) Program Plan. Below are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug prevention and treatment services.

* Previously, this OBM measure quantified the percent of clients reducing or abstaining from alcohol and/or other drug use at 3 months and 9 months post-intake. The follow-up time frame for FY 05-06 has been changed to 6 months and 12 months post-intake in order to align with Federal follow-up standards. Data is currently in development.

 

BACKGROUND:

In July 2003 and July 2004, through Resolutions number 066104 and 067268, the Board of Supervisors authorized the execution of Flat Rate Agreements with these contractors in order to provide consistent and continuous services to at risk individuals in San Mateo County.

 

Funding for these contracts included the State Negotiated Net Amount (NNA), Drug/Medi-Cal, State CalWORKs and State Aid Public Safety, for the provisions of Residential Treatment, Intensive Day Treatment, Nonresidential Treatment, Treatment Readiness, Perinatal and Prevention Services.

 

DISCUSSION:

There are a total of 12 service providers whose flat rate agreements require Board of Supervisors approval for the FY 2006-07.

 

During FY 2006-07, a myriad of alcohol and drug treatment and prevention services will be provided through these Agreements to youth and adults in San Mateo County. Services will include, Nonresidential Treatment, Residential Treatment, Driving Under the Influence Programs, Deferred Entry of Judgment Programs, Aftercare Services, Intensive Day Treatment Services, Perinatal, Treatment Readiness Services, and a variety of alcohol and drug prevention services.

 

The Board of Supervisors is being asked to waive the RFP process because Alcohol and Other Drug Services is in the process of developing a comprehensive Alcohol and Drug Treatment and Prevention strategic plan. The planning process involves treatment providers, other County departments and community stakeholders. The strategic plan will provide the priorities and guidelines that will be utilized in the RFP which will be issued for the FY 2007-08.

 

These 12 contractors have been engaged in providing alcohol and drug treatment and prevention services in San Mateo County for AODS since FY 2001-02, and they have in-depth knowledge of treatment and prevention services as well as promoting culturally appropriate services within San Mateo County.

 

The contractors have assured compliance with the County’s Contactor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of these Agreements is July 1, 2006 through June 30, 2007 and funding is provided from the State Negotiated Net Amount (NNA), Drug Medi-Cal, State CalWORKs and State Aid Public Safety. The total Appropriation for these Agreements is $6,054,454. There is no Net County Cost. The Appropriation for these Agreements have been included in the FY 2006-07 tentatively Adopted Budget.
