Resolutions Establishing a No Parking, a One-Hour and a Twenty-Minute Time Limited Parking Zone in the North Fair Oaks Area

 

Recommendation

Adopt resolutions establishing:

 
 

1.

A One-Hour Parking Zone on the easterly side of Middlefield Road between Hurlingame and Mac Arthur Avenues;

 
 

2.

A single parking space Twenty-Minute Parking Zone on the Northerly side of 4th Avenue; and

 
 

3.

A short No Parking Zone on Warrington Avenue.

We believe that your Board’s adoption of the proposed resolutions will meet the needs of the adjoining property owners while not impacting the overall parking demand in the area.

 

Background

Previous Board Action

Adopted similar resolutions, which designated No Parking and No Parking During Specified Hours; Time Limited Parking; and Disabled Parking Zones in various unincorporated areas of the County.

 

History

The Department evaluates requests for limited time parking on a “case by case” basis, and takes into consideration the reasons for the requests and the impact on both short and long parking demands in the area where requests are made.

 

Discussion

We are recommending that:

 

a)

One (1) new one-hour parking zone be established at the request of the business owners of All American Muffler, Wes Tilton Construction Company, Universal Upholstery and Garcia’s Body and Paint on Middlefield Road. This zone will be located in front of their businesses in the 2600 block of Middlefield Road to improve parking opportunities for their customers. The restrictions will be in effect Monday through Friday between 7:00 a.m. and 7:00 p.m.

 

b)

One (1) new twenty-minute parking zone be established at the request of Giro Express of 395 4th Avenue. This zone will be effective Monday through Friday between 9:00 a.m. and 5:00 p.m. to improve parking opportunities for their customers; and

 

c)

One (1) new No Parking Zone be established at the request of the Little Flock Church on Warrington Avenue. This zone will be located in front of their property to improve access for their parishioners.

 

We evaluated these requests and believe the recommended parking restrictions will not adversely affect the community.

 

The locations of parking restrictions on County maintained streets are currently documented on GIS maps in the Department of Public Works, and are being made available in alphabetical list form on the Department’s web site.

 

Resolutions have been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $500 per zone. This cost is also financed with Road Funds.

 

There is no impact to the General Fund.
