RESOLUTION AUTHORIZING: (A) THE WAIVER OF THE REQUEST FOR PROPOSAL (“RFP”) PROCESS; (B) THE EXECUTION OF AN AGREEMENT WITH SHELTER NETWORK FOR THE MOTEL VOUCHER PROGRAM AND THE TRANSITIONAL HOUSING FOR FAMILIES WITH SPECIAL NEEDS PROGRAM; AND (C) THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED AN AGGREGATE OF $25,000, AND TO MAKE MINOR CHANGES IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED UNDER THE AGREEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

|
WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with Shelter Network, for the purpose of providing The Motel Voucher Program and the Transitional Housing for Families With Special Needs Program; and
|
|
WHEREAS, the term of this Agreement is July 1, 2006 through June 30, 2007 with a total obligation of $478,603; and
|
|
WHEREAS, this Board has been presented with the form of this Agreement and has examined and approved it as to both form and content and desires to enter into said Agreement; and
|
WHEREAS, it is in the County’s best interests to waive the RFP process because Shelter Network responded to the County’s Notification of Funding Availability (NOFA) for FY 2006-07 and is qualified to receive CDBG funding. Additionally, Shelter Network is presently providing these same services to the community and the approval of an Agreement with Shelter Network will ensure that there is no interruption of services.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that
A. The Request for Proposal process is waived; and
B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and
C. The Director of the Human Services Agency shall be authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000, and to make minor changes in the types of services and activities provided under the Agreement.
