Agreement with the Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a resolution:

1) Waiving the request for proposals process for transitional residential treatment and supported housing for seriously mentally ill individuals at risk of homelessness;

 

2) Authorizing the President of the Board to execute an agreement with the Mental Health Association of San Mateo County for the period July 1, 2006 through June 30, 2008, for a maximum obligation of $4,094,514; and

 

3) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

BACKGROUND:

The Mental Health Association of San Mateo County (MHA) has contracted with Mental Health Services to provide shelter, supported housing and other mental health rehabilitation services to San Mateo County clients for many years. These services focus on providing low cost community-based alternatives for Mental Health Services clients who are at risk of admission to an acute inpatient psychiatric admission, placement in a locked skilled nursing facility, or becoming homeless.

 

DISCUSSION:

MHA will provide rehabilitation services for seriously mentally ill adults and emergency short-term housing for homeless mentally ill at the Spring Street emergency shelter. In addition, MHA will provide Shelter Plus Care Project coordination, operate the Friendship Center, and administer the adult services Flexible Funds. Flexible Funds are used to purchase unique services for Mental Health clients to help maintain independent living in the community and avoid costly hospitalization. MHA will secure and manage 90 units of high-quality housing for enrollees of the Mental Health Services Act (MHSA) funded Full Service Partnerships (FSP). In December 2005 Mental Health Services released a Request for Proposals for the provision of supported housing for FSP enrollees. Two proposals were received, and MHA was selected to provide these services. To enable the rapid implementation of these services in compliance with our Three-Year Plan for Community Services and Supports (CSS) as required by the MHSA, the County Manager approved a start-up agreement with MHA for these services for the term May 1, 2006 to June 30, 2006.

 

Mental Health Services is requesting a waiver of the request for proposal (RFP) process for this agreement for transitional residential treatment and supported housing for seriously mentally ill individuals at risk of homelessness. There is a significant and ongoing shortage of transitional residential treatment and supported housing available for Mental Health clients. Mental Health Services is willing to contract with this qualified service provider.

 

The term of the agreement is July 1, 2006 through June 30, 2008. The agreement has been reviewed and approved by County Counsel and Risk Management. The FY 2005-06 agreement with MHA is currently on the continuing resolution.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The Agreement maximum for the two year term is $4,094,514. MHA was granted a 3% COLA for FY 2006-07 which is reflected in the Agreement maximum for FY 2006-07 of $2,047,257. The COLA was not applied to the supported housing for FSP enrollees component of the FY 2005-06 agreement. Federal and State Medi-Cal are expected to fund a total of $261,902. Sales tax provided through realignment will cover $819,574, and funding provided through the Mental Health Services Act (MHSA) will fund $821,429. The Net County Cost is $144,352 which is included in the tentatively Adopted FY 2006-07 Budget. The Net County Cost includes the FY 2006-07 COLA, and the mandatory County match for the Permanent Supportive Housing Project in the amount of $16,371. Contract obligations for the second year of the agreement will be appropriated in the FY 2007-08 Budget.
