Agreement with the Redevelopment Agency of the City and County of San Francisco

 

RECOMMENDATION:

Adopt a resolution:

   

A)

Authorizing the President of the Board to execute an Agreement with the Redevelopment Agency of the City and County of San Francisco in the amount of $681,698 for the period of July 1, 2006 to June 30, 2007 to provide short-term rent and mortgage assistance, benefits counseling, case management and attendant care services; and

 

B)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The Agreement contributes to these commitments and goals by providing housing services to clients of the AIDS Program to improve the quality of life for those living with, or at-risk for, HIV/AIDS.

BACKGROUND:

The San Mateo County AIDS Program (SMCAP) receives Housing Opportunities for Persons with AIDS (HOPWA) funding through a multiple year federal act administered by the Department of Housing and Urban Development (HUD). The purpose of this act is to provide local communities with the resources to meet the housing and supportive service needs of persons with HIV/AIDS. The San Francisco Metropolitan Area (EMA), which includes San Francisco, San Mateo and Marin counties, was awarded funds by HUD. Funds for the San Francisco EMA are managed by the San Francisco Redevelopment Agency (SFRA). Each county receives a portion of the total award based on the number of persons living with AIDS in its jurisdiction.

 

DISCUSSION:

SFRA has awarded SMCAP $681,698 in HOPWA funds for FY 2006-07. The funds will be used to provide short-term rent and mortgage assistance, benefits counseling, case management and attendant care services. Except for a minimal amount used for sub-grantee administrative funds, all of the funds from this grant will be used to contract for services with primary service providers.

 

County Counsel has reviewed and approved the resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2006 through June 30, 2007. The maximum amount of funding for the Agreement is $681,698. These funds are included in the tentatively Adopted FY 2006-07 Budget. There is no Net County Cost.
