Contract with The Center to Promote HealthCare Access

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an agreement with The Center to Promote HealthCare Access to provide One-e-App maintenance and enhancement services for the term of July 1, 2006 through June 30, 2007, in the amount of $299,779; $59,250 Net County Cost.

 

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

This Agreement contributes to this commitment and goal by utilizing the One-e-App application system to ensure that all county residents seeking health coverage will be screened for all available health coverage and health insurance programs.

BACKGROUND:

In early 2003 your Board approved a contract with Deloitte Consulting to begin the development and implementation of the One-e-App tool to process applications for the Children’s Health Initiative programs and the WELL Program for adults. Effective June 1, 2005, the One-e-App Program Office under the umbrella of the Public Health Institute took over the One-e-App maintenance and application development from Deloitte Consulting. Effective July 1, 2005, the County entered into an agreement with the Public Health Institute One-e-App Program Office. Consequently, with its incorporation as an independent nonprofit organization, the One-e-App Program Office became The Center to Promote HealthCare Access (The Center) on April 1, 2006.

In May 2005 the County Medically Indigent Healthcare Work Group completed a report and made recommendations toward creating a long-term, financially viable business model for providing healthcare to the County’s medically indigent population. As part of the FY 2005-06 budget, your Board approved funds to conduct a pilot study that would implement a full screening process as recommended by the Work Group. In September 2005 your Board approved modifications in the One-e-App system, which incorporated the necessary features to implement this process. The Work Group has established performance measures to monitor progress in utilizing One-e-App in all program enrollment.

 

DISCUSSION:

The One-e-App system is the tool used by all Application Assistants in the County to screen and assist individuals in applying for health coverage programs including Medi-Cal, Healthy Families, Healthy Kids, WELL, and the Discounted Health Care Program. The Agreement includes proposed system enhancements to more thoroughly determine eligibility for the above programs. The Center will provide all One-e-App system maintenance services. This contract was reviewed and approved by County Counsel, Risk Management and ISD. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The total cost of the agreement is $299,779. The term of the agreement is from July 1, 2006 through June 30, 2007. The Children’s Health Initiative will pay $136,129 and the Human Services Agency will pay $104,400 for the maintenance and system enhancement costs. The remaining balance of $59,250 represents Net County Cost. This will be funded by the FY 2006-07 Non-Departmental Services budget as part of the Medically Indigent Healthcare pilot study. Funds have been included in the tentatively Adopted FY 2006-07 Budget.
