Agreement with Sunny Hills Services

   

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the request for proposals process for Day Treatment Services and other mental health services to seriously emotionally disturbed youth;

 

2) Authorizing the President of the Board to execute an agreement with Sunny Hills Services for Day Treatment Services and other mental health services for the term July 1, 2006 through June 30, 2007, for a maximum obligation of $176,000, Net County Cost of $29,920; and

 

3) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to this commitment and goal by providing Day Treatment Services and other mental health services to seriously emotionally disturbed youth in order to maintain them in the least restrictive setting.

BACKGROUND:

Sunny Hills Children’s Center provides Day Treatment Rehabilitative Services and Day Treatment Intensive Services (5 days/week), medication support, mental health services, and Therapeutic Behavioral Services (TBS) to San Mateo County youth placed in their residential program. These services include: psychological assessment, evaluation and plan development; individual and group psychotherapy; recreational therapies; and psychosocial and functional skills development. These services are operated in compliance with regulations as stipulated in the contract between the State Department of Mental Health and San Mateo County.

 

DISCUSSION:

Clients are placed in Sunny Hills’ residential program by either the San Mateo County Human Services Agency (Social Services or Child Protective Services), Juvenile Probation, Golden Gate Regional Center, or local school districts. Following placement, Mental Health Services is required to pay for the mental health services provided by this qualified Contractor.

 

Because Mental Health is required to contract for services for clients placed by the Human Services Agency, Juvenile Probation, Golden Gate Regional Center, or local school districts, Mental Health Services is requesting a waiver of the request for proposals (RFP) process for this agreement for Day Treatment services and other mental health services.

 

The term of the agreement is July 1, 2006 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The total maximum for the term of the agreement is $176,000 which has been included in the tentatively Adopted FY 2006-07 Budget. Of this amount it is anticipated that State and Federal Medi-Cal will fund 47% or $82,720, State General EPSDT allocation will fund 30% or $52,800, and outside insurance and fees will fund 6% or $10,560. The budgeted Net County Cost for the required match for EPSDT funds is 17% or $29,920.
