RECOMMENDATION:
|
Adopt a Resolution:
1. Authorizing an amendment to the Agreement with the State Department of Health Services for a Lead Hazard Reduction Compliance and Enforcement Program extending the contract termination date one year from June 30, 2006 to June 30, 2007, in the amount of $108,072; and
2. Authorizing the Health Department Director to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement relating to the Lead Hazard Reduction Compliance and Enforcement Program.

The agreement with the State Department of Health Services contributes to this commitment and goal by ensuring that lead hazards created by construction and renovation projects within the County will be reduced through education and enforcement; and by expanding services to children who have elevated blood levels that do not currently meet the criteria for case management and environmental investigation.

BACKGROUND
|
On June 8, 2004, your Board adopted Resolution No. 66693 approving an Agreement with the State Department of Health Services for a Lead Hazard Reduction Compliance and Enforcement Program for the term of February 1, 2004 through June 30, 2006 for the total amount of $108,072. The agreement provided reimbursement to San Mateo County for responding to complaints where lead might become a threat to public health; for forming of partnerships with local building and code enforcement agencies to implement proactive lead hazard reduction activities; and for training and certification of additional individuals to perform lead hazard investigations.

Discussion
|
Since Environmental Health Division employees performed these lead abatement duties as time allowed, only $76,184 of the contract amount was used. The State Department of Health Services has agreed to extend the length of the agreement through June 30, 2007, during which time staff may continue with this work using the remaining funds, $31,888, from the original contract.

County Counsel has reviewed and approved the Resolution and Amendment as to form.

FISCAL IMPACT
|
The term of the State agreement is February 1, 2004 through June 30, 2007. There is no change in the contract amount of $108,072. The revenue for FY 2006-07 is $31,888 and is included in the tentatively Adopted FY 2006-07 Budget. The Lead Hazard Reduction Program is funded through a grant from the California Department of Health Services Childhood Lead Poisoning Prevention Branch. There is no Net County Cost.
