Amendment to the Agreement with Caminar

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the Agreement with Caminar for the period July 1, 2005 through June 30, 2006 to increase the Agreement maximum obligation by $38,695 to a new maximum of $5,740,374.

The Agreement contributes to this commitment and goal by providing residential treatment, case management, rehabilitation services and community support services for mentally ill clients.

BACKGROUND:

Caminar is a recognized provider of residential treatment, rehabilitation services and community support services. San Mateo County has contracted with Caminar for over 25 years to provide services to psychiatrically disabled adult consumers. Without community based support services these mental health clients would be at significantly increased risk of psychiatric hospitalization, placement in a locked skilled nursing facility, or of becoming homeless.

 

DISCUSSION:

The services provided by Caminar include crisis residential treatment services, transitional residential treatment services, medication support, case management, intensive case management, and rehabilitation services for psychiatrically disabled adults. Case management, intensive case management, and rehabilitation services are designed to provide the level of support clients need to be successful in a variety of community living arrangements. Such services include supportive counseling, supported education and supported employment. Crisis residential services are provided at Redwood House and transitional residential services are provided at Eucalyptus House and Hawthorne House. Rates of reimbursement vary depending on the intensity of supervision and services provided.

 

The Agreement is being amended to include enhanced supported education services for transition-age youth with emotional and behavioral difficulties. These enhanced services are included in the three-year Mental Health Services Act (MHSA) plan approved by the State. The program components are based at College of San Mateo, and are consistent with San Mateo County Community College District Board approved policy.

 

The new enhanced supported education services were approved by your Board when the MHSA plan was approved. Preparation of this contract amendment with Caminar was delayed until Mental Health Services’ MHSA funding for FY 2005-06 was finalized on May 2, 2006 via a letter from the California Department of Mental Health.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The term of this agreement remains July 1, 2005, through June 30, 2006. The amendment to the Agreement has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

The agreement maximum is being increased by $38,695 to a new maximum of $5,740,374. The $38,695 increase has been included in the FY 2005-06 adopted budget for Mental Health Services. It is expected that MHSA funds will cover 100% of the cost. There is no Net County Cost.
